Parsons Corporation Quality & Compliance Supervisor in Al-Sinaiyah, Saudi Arabia
Job Description:
Based on the West Coast of KSA and as part of our Program at Yanbu, Parsons is looking to hire a dedicated and focused Quality & Compliance Supervisor to join our team! The role entails the development, implementation, and maintenance of quality assurance protocols and compliance procedures to meet regulatory requirements and client expectations. The Quality & Compliance Supervisor will be responsible for overseeing and ensuring the highest standards of quality and compliance are consistently achieved.
Reports directly to HSE Manager, Interacts With all relevant HSEQ Unit staff, internal departments, client representatives, external contractors / consultants.
What You'll Be Doing: Provides project controls services with strong emphasis on budget planning, cost control, cost estimation, cost forecasting from initiation through closeout of the project. This includes collaborating with Project Manager, Construction Manager, Project Engineer and various contractors to develop, update and report performance against the project cost baseline. Performs a major role reporting contractual responsibilities of RC Contractors invoice, cost claim, cash flow and reporting matters - collecting, evaluating and forecasting data as requested.
Reports to Manager of Projects Management Department, Manager/Supervisor, Project Controls Section. Interacts with clients; suppliers; subcontractors and government agencies as necessary
Major Activities Performed:
Lead the development, implementation, and maintenance of quality management systems and procedures (e.g., ISO 9001).
•Conduct regular quality and compliance audits and inspections to assess project progress, identify areas for improvement, and ensure compliance with standards.
•Monitor and analyze project performance data to develop corrective and preventive actions.
•Develop and maintain quality control plans for all project phases.
•Ensure all project deliverables meet required quality standards and client specifications.
•Conduct root cause analysis of quality issues and implement corrective actions.
•Lead the development and implementation of a compliance monitoring system.
•Ensure compliance with relevant laws, regulations, and industry standards.
•Advise project teams on compliance requirements and assist in developing compliance plans.
•Maintain accurate records of all compliance activities and liaise with regulatory authorities.
•Provide training and guidance to project teams on quality and compliance requirements.
•Prepare and maintain relevant documentation, including quality manuals and reports.
•Collaborate with other departments to ensure effective communication and coordination.
•Stay updated on industry best practices and regulatory changes.
•Lead and mentor a team of Quality & Compliance Specialists.
•Contribute to continuous improvement initiatives.
•Train employees on Royal Commission (RC) quality procedures and policies and distribute quality work assignments.
•Perform regular internal audits to ensure compliance with RC standards.
•Provide support and guidance to staff and contractors on quality matters.
•Review quality performance to ensure client requirements are met and recommend improvements.
•Evaluate and recommend improved auditing procedures.
•Lead quality team meetings and provide regular quality reports.
•Act as a Subject Matter Expert on RC Quality Policies, Procedures, and Processes, with a thorough understanding of KSA Regulations and International Quality Standards, including ISO 9000, ISO 9001, and ISO 19011
Experience and Qualifications:
Bachelor’s degree in Engineering, Construction Management, Quality Management, or a related field.
Minimum 12 years of experience in quality management and compliance within the construction or engineering industry
Relevant certifications for Internal and External Auditors, such as CIA, CPA, CISA, CFE, and ISO 9001 Lead Auditor
Proven experience in leading and managing quality and compliance teams.
Strong knowledge of relevant quality standards (e.g., ISO 9001) and regulatory requirements.
Excellent analytical, problem-solving, and decision-making skills
Strong leadership, communication, and interpersonal skills.
Proficiency in relevant software applications (e.g., MS Project, AutoCAD).
Strong organizational and time management skills.
Ability to lead and mentor a team.
Proactive and results-oriented approach.
Strong attention to detail and accuracy
