Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level* based on their experience and education. Required Experience: Candidates must have a bachelor's degree or higher in civil, environmental, or geological engineering; environmental planning; environmental studies; environmental, natural, or physical science; land use planning; archeology; geography; or landscape architecture. ANDTwo years professional experience preparing or reviewing environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.*Environmental Analyst level requirements:• Environmental Analyst Trainee 1 (equated to SG-13): bachelor or higher degree. • Environmental Analyst Trainee 2 (equated to SG-14): bachelor or higher degree and one year of required experience.• Environmental Analyst 1, SG-18: bachelor or higher degree and two years of required experience.Substitutions: a Juris Doctor, master's or higher degree in a related field may substitute for one year of specialized experience.Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.Successful completion of a two-year traineeship leads to appointment as an Environmental Analyst 1, SG-18.

Duties Description • Evaluate the environmental impact of proposed actions and ensure that OGS is in compliance with the provisions of the State Environmental Quality Review Act.• Prepare and review Environmental Impact Statements.• Interact with government agencies and the public on environmental review and permitting procedures.• Provide consultation on environmental laws, rules and regulations.• Serve as State Environmental Quality Review and permitting project manager on a broad range of environmental projects affecting State lands and buildings. • Interpret environmental laws and regulations to evaluate project impacts. • Represent OGS at meetings with local officials, federal and state regulatory agencies, and other stakeholders.• Utilize computer-assisted programs to manage, track and schedule review activities.• Ensure timely and adequate review of projects and associated documents in accordance with statutory timeframes.• Maintain project review tracking and summary documents.• Participate in procedural, settlement, and working group meetings with other regulatory agencies, project sponsors and consultants.• Respond to public inquiries and requests for information.• Perform other duties as assigned.• Occasional travel may be required. When necessary, the incumbent must be able to drive a state vehicle to attend site visits and multiagency meetings, and to evaluate environmental concerns.
