Duties Description This position is in the Division of Fish & Wildlife (DFW), which is responsible for stewardship and conservation of fish and wildlife in New York State. Specifically, the position is in the Administration Unit, which provides professional administrative support for all DFW programs.The incumbent will be responsible for several tasks:•Rulemaking: The incumbent will serve as DFW’s Regulatory Coordinator. This includes working with staff to develop new or modify existing rules; serving as DFW’s rulemaking liaison with DEC’s Agency Regulatory Coordinator; maintaining a master copy of DFW rules; initiating appropriate rulemaking documents; helping staff develop and prepare rulemaking documents; reviewing those documents for compliance with all requirements; and adhering to rulemaking schedules and deadlines. This position is a critical function for DFW and DEC and requires the incumbent to always maintain a high attention to detail. The incumbent will also need to answer questions from and brief DFW management staff about the status of rulemakings on a regular basis.•FOIL: The incumbent will serve as DFW’s coordinator of Freedom of Information Law (FOIL) requests. This includes monitoring incoming FOIL requests in the GovQA system, communicating with requestors, distributing requests to relevant staff, and coordinating with staff and attorneys to provide responsive documents to requestors.•Training: The incumbent will serve as the Training Coordinator for DFW to help identify objectives and provide opportunities for staff improvement. This includes maintaining DFW’s internal website training content, working with program staff to identify training needs, and scheduling/coordinating and procuring training events as needed.•Property Management: The incumbent will serve as the Property Management Coordinator for DFW. This includes working with DFW staff and the Division of Operations to maintain an inventory of DFW assets (e.g., equipment, machines, tools) and reporting on the status of those assets as needed.•Health and Safety: The incumbent will serve as the Health and Safety Coordinator for DFW and liaison with DEC’s Health and Safety Unit. This includes maintaining DFW’s internal website health and safety content, reviewing documents and procedures and updating/coordinating updates when needed, and working with program staff to identify and resolve health and safety issues that could result in injury, illness, impairment, or affect the well-being of DFW staff. •Internal Website: The incumbent will maintain content on DFW’s internal website related to the tasks described above. In addition, the incumbent may also help manage content related to other DFW programs as part of the Division’s efforts to keep its content up to date and relevant.•Financial Operations: The incumbent may manage federal grants and procurement contracts related to various DFW programs. This includes communicating with vendors and DEC staff; helping vendors fill out required paperwork; reviewing and processing reimbursement requests; high-level monitoring of the progress of the project; preparing grant applications and amendments; and monitoring grant spending.Please submit the following with your application:•cover letter and resume•academic transcripts

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
