Minimum Qualifications MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 4. Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter. Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law. Candidates must possess a current 55 b/c eligibility letter and ONE of the following qualifications: 1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR2. A bachelor’s or higher-level degree in any field AND four years of experience in computer related areas as described in #1 above; OR3. An associate degree* with 15 semester credit hours in a computer science field AND five years of experience in computer related areas as described in #1 above; OR4. Six years of experience in computer related areas as described in #1 above. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following qualifications: 1. A bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in computer science AND three years of experience in the following computer related areas: computer programming; network, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR2. Duties Description The New York State Education Department’s Office of Information Technology Services is seeking an applicant for the position of Information Technology Specialist (ITS) 4. The incumbent of this position will lead the implementation and support of low-code development initiatives and related IT components that are crucial to the overall operations of low-code solutions using platforms such as Salesforce, Microsoft Power Platform, and OutSystems. Duties of this position include, but are not limited to, the following: • Supervise a team of lower-level information technology professionals; • Provide technical leadership and oversight to the low-code implementation team, ensuring adherence to architectural principles, coding standards, and best practices across Salesforce, Microsoft, OutSystems, and other low-code platforms; • Design and develop complex low-code applications, integrations, and automations using Salesforce (including Apex, Visualforce, Lightning Components), Microsoft Power Platform (Power Apps, Power Automate, Power BI), and OutSystems; • Drive innovation within the team by exploring new features, capabilities, and advancements in low-code platforms, proposing and implementing solutions to improve development efficiency, application quality, and user experiences; • Establish and enforce coding conventions, design patterns, and development methodologies tailored to each low-code platform, promoting consistency, maintainability, and reusability across projects; • Address and resolve complex technical issues, architectural challenges, and integration complexities, applying problem-solving skills and industry best practices to ensure long-term sustainability and scalability of low-code solutions; • Collaborate with solution architects, business analysts, and subject matter experts to gather requirements, align priorities, and ensure low-code solutions meet business needs and integrate seamlessly with existing systems and data sources; • Stay up-to-date with the latest trends, advancements, and industry best practices in low-code development, software architecture, and related technologies, particularly for Salesforce, Microsoft, and OutSystems platforms; and • Perform other duties as assigned.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a Contingent permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Information Technology Specialist 4 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
