National Nuclear Security Administration Program Analyst in Albuquerque, New Mexico

Summary A successful candidate in this position will serve as a Program Analyst, that analyzes and integrates cost, schedule and scope performance of the labs, plants and sites in support of the United States (US)/United Kingdom (UK) activities under the auspices of the 1958 Mutual Defense Agreement as a member of the United Kingdom Team in Defense Programs; Ballistic Missile Weapons Division (NA-122.2). Responsibilities As a Program Analyst, you will: Serve as a Senior Program Analyst and recognized authority for program development, analysis and evaluation, of comprehensive, long range, multi-year program plans, strategic objectives, operations, and related financial resource requirements for a major segment of research and development activities at a national laboratory; agency wide programs related to national nuclear security and non-proliferation initiatives; and/or the programs and budgets of other federal and nonfederal agencies. Participate in hearings, high level meetings, conferences and special working groups with top level government officials both within headquarters and field management offices, other Federal agencies, OMB, congressional staffs and other stakeholders. Contacts are to provide authoritative advice and guidance, to provide/exchange information, to convince/persuade others to accept controversial or unfavorable findings, and to recommend novel solutions to proposed actions. Apply authoritative knowledge of a variety of qualitative and quantitative program evaluation methods, concepts, principles, and related administrative laws, and regulations; and the financial and budget relationships between other major NNSA and/or interagency programs to develop and perform analyses of proposed program plans and related funding projections for major changes in program direction or new program initiatives. Coordinate, analyze, and edit input from subject matter experts, program managers and staff for development of detailed program plans, documents and associated budget estimates; and responds to information requests from other external sources involving sensitive policy and program issues. Provide expert advice and guidance to senior program, project, or field site managers and their staffs, concerning the development of new and revised performance measurement systems and related directives to meet changes in legislation, Congressional reporting requirements, Executive Orders, OMB guidance, and other regulations and policies, and to enhance performance evaluation. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Applying project/program management concepts, theories, and practices to manage, evaluate and negotiate program planning, direction, and integration activities with foreign governments and other U.S. Federal Departments/Agencies. Examples of this type of experience include: 1. Demonstrated experience leading multi-disciplinary personnel in the resolution of technical and programmatic issues. 2. Demonstrated experience in the roles, responsibilities, and interrelationships of design and production plants to implement the nuclear weapons activities necessary to meet the goals and objectives of a program. 3. Demonstrated experience in weapon program workload commitment, including the allocation of funds, to support all approved planned activities and in the day-to-day resolution of design, production and logistical issues. 4. Demonstrated experience interfacing with senior program and organizational leadership to ensure clear understanding of programmatic commitments and performance status. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. Education There is no educational requirement for the 0343 occupational series. EDUCATION: Education must be obtained from an accredited institution recognized by the U.S. Department of Education.
