Cook Inlet Region, Inc is seeking a talentedSBA Administratorto join our legal team. CIRI's offices are conveniently located in mid-town Anchorage at the Fireweed Business Center, a modern building thatrepresents CIRIs cultural diversity, respect for the land, and sustainability. The Fireweed Business Center reflects our heritage in the displayed Alaska Native art and interior design.
This position is based in Anchorage, AK but offers a fully remote schedule for candidates who live outside of Alaska. Remote employees may be required to travel to the corporate office on a regular schedule.For candidates who are based in Anchorage, AK, CIRI offers a hybrid work schedule.

General Function
In alignment with CIRIs mission and values, the SBA Administrator is responsible for ensuring the compliance, maintenance, and regulatory adherence of CIRI and its applicable companies participating in federal contracting programs. This role plays a key part in managing and maintaining Small Business Administration (SBA) 8(a) program compliance, System for Award Management (SAM) entity registrations and other required government filings. Additionally, this role requires staying abreast of evolving SBA regulations to ensure CIRI and its applicable companies remain in good standing within federal programs.
Major Activities (Typical Duties/Responsibilities)
- Assist in preparation of 8(a) applications (draft Potential for Success, Two Year Waivers, Devotion of Time, resumes and project write-ups for use in the application).
- Ensure CIRI and its applicable companies operational activities comply with relevant regulations and laws; implement and monitor best practices for maintaining 8(a) compliance across applicable CIRI companies.
- Coordinate with external auditors or consultants as needed to review compliance processes.
- Identify and mitigate potential compliance risks.
- Support CIRI companies in developing and maintaining mentor-protg and joint venture agreements under SBA guidelines.
- Maintain Systems for Award Management (SAM) entity registrations for applicable CIRI companies.
- Gather and submit Service Contract Act reports through SAM.
- Identify opportunities to improve efficiency in compliance reporting and application processes.
- Track and manage SBA 8(a) program graduation timelines, ensuring readiness for transitions out of the program.
- Draft SOPs related to 8(a) processes and procedures.
- Collaborate with other members of the legal team as well as other departments including finance and accounting, etc. to compile accurate information needed for 8(a) applications and other compliance reporting requirements.
- Facilitate the preparation and filing of 8(a) annual updates for 8(a) companies including: updating business plans, gathering financial information as it relates to primary NAICS revenue targets and business activity targets (BAT) and entering data into SBA Certify system.
- Compile SBA Bonafide Office applications.
- Stay current on SBA changes and trends impacting the 8(a) program.
- Perform other duties as assigned.
Knowledge/Skills/Abilities
Understand CIRIs mission, values and strategic focus areas and incorporate knowledge into daily activities.
In-depth understanding of SBA 8(a) program requirements, guidelines and application processes.
Familiarity with SAM and related federal compliance systems.
Knowledge of Service Contract reporting requirements.
Awareness of Federal regulations and compliance standards applicable to subsidiaries in diverse industries.
Knowledge of ANCSA corporations and the business and activities of CIRI and its sub idiaries.
Knowledge of general legal and business formats and procedures.
High degree of sensitivity regarding confidential information.
Strong research and analytical skills for gathering, interpreting and presenting compliance and financial data.
Strong administrative, organizational and follow-up skills with exceptional attention to detail.
Excellent oral and written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills.
Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
Advanced proficiency in Microsoft Office Suite products such as Word, Excel, Outlook, SharePoint and Teams.
