Summary This position serves as management official (MO) and subject matter expert for VISN 17 Supply Chain Management. Collaborates/coordinates with management and Supply Chain staff at each VISN facility location and serves as the subject matter expert for the Supply Chain operations within VISN 17 in areas such as: property accountability, inventory management, warehousing, commodity standardization, strategic sourcing, general supply chain management, process improvement and data analysis. Responsibilities Duties include, but may not be limited to the following: Oversees, guides, manages and integrates supply chain operations across the organization; Plans and coordinates fiscal, acquisition, clinical and administrative operations; Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain; Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews; Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: plans and manages all levels of supply chain activities involved in sourcing, procurement and logistics management, serves as a senior logistics management expert , identifies specific requirements for money, manpower, material, facilities, and services needed to support the program, knowledge of agency program planning, funding and management information systems, plans, forecasts and executes budget for healthcare resources, knowledge of supply chain systems, establishes policy and procedures, reviews all requisitions, leads Integrated Product Teams (IPTs) for facility and network initiates, leads in the development of long range plans and consolidates VISN System requirements into acquisition strategies. Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically is an adequately lighted, heated, and ventilated and requires safe office practices. Requires visits to warehouse and storage areas, loading docks and other facilities. There is no unusual physical demands. The work is performed in an office setting. Education There is no educational substitutions Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
