Primary Focus

The Deputy Program Manager (DPM) will play a significant role supporting the Program Manager in all aspects of contract execution in a dynamic 24/7/365 operating environment. This contract supports DHS CISA Central in the administration of a service desk, operations center, executive briefing products and emergency support functions, all relating to our nation's critical infrastructure.

The DPM will primarily focus on supporting the 24/7 CISA Central Watch in all matters and will act as an Operation Manager. The DPM will be expected to adjust hours to meet the demands of a 24/7 watch. We are looking for a DPM with at least 10 years of experience in contract and project management and will be responsible for participating in all aspects of daily operations ranging from managing staff and schedules, developing processes and procedures, ensuring quality of products, and general oversight of this large contract.

The DPM will also need to have strong leadership, briefing and communications skills to interface with all levels of staff and Government. Another key area of focus for the DPM will be to develop and foster relationships with our clients to ensure we are meeting expectations and delivering top-notch products and services.

Responsibilities

  • Routinely engage with staff utilizing a “hands-on” leadership style from planning through mission accomplishment.

  • Provide oversight and guidance for Service Desk Lead, Team Leads and staff supporting contract tasks that do not have a Team Lead.

  • Assist PM in the development, tracking and completion of contract deliverables to include, but not limited to, Monthly Status Reports, Program Management Reviews, and others as identified in the contract SOW.

  • Develop and maintain strong relationships with clients.

  • Monitor and track status of contract operations and escalate any identified risks to the PM.

  • Monitor and track staffing resources and established schedules to ensure proper coverage of contract tasks and notify PM of any identified staffing needs.

  • Assist in the planning and implementation of surge and COOP activities.

  • Provide support to CISA IOD Incident Coordination Cell at NCR location or alternate location as directed by the client.

  • Monitor and routinely assess the quality of products produced by staff to ensure products meet client standards and requirements.

  • Identify and notify PM of any needs for staff proficiency training and coordinate implementation.

  • Maintain Government Furnished Equipment Inventory (GFE) list for all contract staff.

  • Coordinate with other task leads to ensure specific deliverables are being completed within the agreed upon timelines and communicating any discovered risks and mitigation plans with the Government.

  • In the absence of the Program Manager, the Deputy Program Manager will serve as the Contractor's authorized representative for the technical and administrative performance of all services required under this contract as well as the first POC for administrative questions or difficulties that arise related to this contract.

  • Provide the necessary level of support and administrative oversight to achieve the quantitative and qualitative requirements of the contract.

  • Prepare and/or present reports and briefs to the Government when necessary.

  • In the event of disaster recovery or COOP events, the Deputy Program Manager shall be available during normal hours of operation, and during periods of no-notice emergencies, including localized acts of nature, accidents, and military or terrorist attacks.

  • Other duties as assigned.

Qualifications

  • Bachelor’s Degree in a related discipline such as Homeland Security or Business.

  • Must have ten (10) years of related experience or Master's degree and eight (8) years of related experience and the following:

  • Planning and leading projects with 10+ staff and multi-million-dollar budgets.

  • Managing labor services contracts for a Federal Government organization to include subcontractors.

  • Supervising employees of various labor categories and skills similar to those in this contract

  • Preparing and delivering engaging and effective oral and written communications at the highest levels of industry and Government.

  • Active Top Secret/SCI security clearance.

  • Must be able to obtain and maintain DHS Suitability.

  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Excellent knowledge of performance evaluation and change management principles.

  • Excellent communication, problem solving and leadership skills.

  • Excellent written and verbal communication skills, including ability to interact effectively with all levels throughout Company organization.

  • Shall have the requisite skills, expertise, and experience to perform the requirements of each task. Must be extremely detail-oriented and well organized.

  • Must have proficient skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates.

Preferred Qualifications:

  • Experience in an Operations Center environment

  • Security+ Experience reporting Cybersecurity Incidents

Reports to: Program Manager

Working Conditions

  • Professional office environment.

  • In the event of disaster recovery or COOP events, the Deputy Program Manager shall be available during normal hours of operation, and during periods of no-notice emergencies, including localized acts of nature, accidents, and military or terrorist attacks.

  • Work schedule will typically be 0900 – 1700, Monday – Friday, with the requirement to support different hours as situations arise.

  • Must be physically and mentally able to perform duties while standing for extended periods of time.

  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.

  • Must be able to establish a productive and professional workspace.

  • Must be able to sit for long periods of time looking at computer screen.

  • May be asked to work a flexible schedule which may include holidays.

  • May be asked to travel for business or professional development purposes.

  • May be asked to work hours outside of normal business hours.

Pay Range

USD $120,000.00 - USD $130,000.00 /Yr.
