Department of State - Agency Wide Management and Program Analyst in Arlington, Virginia

Summary This position is located in the Foreign Service Institute, School of Language Studies, Office of the Dean (FSI/SLS), in the U.S. Department of State. The School of Language Studies (SLS) provides exceptional language and culture instruction to help the nations' diplomats gain and maintain the foreign language proficiency they need to advance U.S national interests around the globe. Responsibilities Develops plans for new programs and services, assesses current and future operations, identifies, and resolves planning issues, and develops and implements systems, methods, and practices to promote organizational efficiency and effectiveness. Provides expert support and advice to the supervisor on all program and administrative management processes and procedures for activities involving analytical, administrative, and evaluative work related to program operations. Advises and makes recommendations related to administrative and program management aspect of the subject matter of concern to task forces and working group. Prepares reports and makes recommendations on such matters as possible changes in the number and use of contractors in the school's programs and the quality of contracted services. Responsible for coordinating with working level and middle managers in the School, the Bureau, the Department, and other external stakeholders regarding SLS contracting, and procurement needs and issues. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: -Experience in creating strategies for new programs and services, adept at identifying and resolving planning issues, and proficient in implementing systemic methods and practices to improve organizational effectiveness and efficiency. -Experience in managing administrative support and teaching service contracts including coordinating with contracting companies to fill contract positions promptly, eliminating staffing gaps. -Experience in delivering presentations to report analysis status or studies and recommending specific course of action to elucidate program objective, status, and requirements. There is no substitute of education for specialized experience for the GS-13 position. Education Education requirements do not apply to this vacancy announcement.
