Job Summary and Qualifications
Provides guidance to hospitals and other healthcare entities regarding established HCA corporate-wide compliance program, policies and procedures to ensure adherence to applicable laws, regulations, and other governmental requirements. Responsible for effective implementation and leadership of the hospital’s Ethics and Compliance Program (E&C Program). Oversees and leads all responsibilities for ethics and compliance as described below. Provides advice to facility’s executive leadership, directors, and staff on ethics and compliance concerns. Assists with interpreting and applying the Code of Conduct (Code), Ethics and Compliance Policies and Procedures (E&C Policies) and other communications. Performs periodic audits to ensure compliance. Conducts investigations resulting from internal and Ethics Line calls.
Communicates compliance standards to employees, physicians, business partners and contract personnel;
Advises colleagues on ethics and compliance matters;
Encourages reporting without fear of retribution;
Coordinates and supports Corporate monitoring and auditing procedures;
Reviews Internal Audit reports and investigation reports to assure appropriate corrective and preventative actions have been taken.
Assists in the development and implementation of compliance related policies and procedures as needed; Coordinates with assigned Ops Counsel as necessary on ethics and compliance matters;
Performs Ethics and Compliance employee orientation and refresher training;
Orients new managers/directors on their role and responsibilities regarding the Ethics and Compliance Program;
Investigates compliance related concerns, including, but not limited to internal and external ethics cases, HIPAA/HITECH violations, controlled substance discrepancies, and ADA complaints;
Is familiar with the responsibilities of Facility Privacy Officials (FPO) and assists as necessary with investigation of patient privacy issues;
Is familiar with the responsibilities of Facility Information Security Official (FISO) and assists as necessary with information security issues;
Identifies trends related to ethics and compliance. Develops strategies to operationalize compliance with regulations;
Coordinates Reportable Issue submissions and follow up;
Monitors physician relationships including contracting, payments, and expense reimbursement
Coordinates and monitors compliance training requirements for employees (i.e. Code of Conduct Training, EMTALA, Physician Relationships);
Communicates with other ECOs to ensure awareness of emerging risks, new compliance initiatives, and policies;
Assists in the resolution of major compliance related issues and/or compliance efforts;
Heads the Facility Ethics and Compliance Committee to assist in accomplishing the Ethics and Compliance Program mission;
Active member of Multi-Disciplinary Diversion Team;
Serves as a liaison to the facility’s Board of Trustees on issues of ethics and compliance.
What qualifications you will need:
Required Education : Bachelor’s Degree from an accredited institution with a major field of study in clinical health care, Health Services Administration, Business Administration, Accounting, Finance or related field
Preferred Education: Master’s Degree
Preferred License/Certification: Relevant ethics and compliance certification in health care strongly preferred
Required Experience:
Working knowledge of corporate compliance program(s) and healthcare laws and regulations
3-5 years of regulatory compliance experience in a similarly sized acute care healthcare system or facility.
Must have experience in monitoring physician contracts.
Experience in successfully implementing ethics and compliance initiatives required.
Preferred Experience: Three years director-level leadership experience
