Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), MidAtlantic Health Care Network (VISN 6), Asheville VA Medical Center (VAMC), in Health Administration Service (HAS). The incumbent performs a variety of administrative and support functions as they relate to Medical Center statistical reporting, North Carolina State Veterans Home (NCSVH), Funds Control Point management, Contracting Officer Representative (COR), PIV Card administration Responsibilities Duties include but not limited to: The incumbent is delegated authority to provide guidance on the administration of the State Veterans Home Program to the Charles George VA Medical Center and North Carolina State Veterans-Home (NCSVH) located in Black Mountain, NC. Guidance includes ensuring that Per Diem payments to the NCSVH are processed timely and enrollment and eligibility applications are processed accurately. Maintains tracking system for recording daily movements of all State Veterans Home residents. Develops spreadsheet to track NCSVH patients, admissions, per diem payments, and discharges. Establishes and maintains a record system for each Veteran's admission application into the SVH program to include all required initial and processed documentation and the movement tracking log. Reviews and processes claims for payment in accordance with VHA directives. Reviews invoice with the SVH prior to submission to the VA, resolves problems, and enters into the electronic system to ensure accurate entries. Works closely with the Fiscal Service and upon request, provides the necessary information to certify and audit payment vouchers. Checks for compliance with VA regulations, resolves discrepancies, and reports non compliance to the appropriate authorities . Compiles data from a wide variety of sources and generates regular and ad-hoc SVH program reports. Attends and participates in related organizational meetings, workshops, conference calls and training sessions. The incumbent may attend on-site inspections. Works collaboratively with VA and non-VA stakeholder by maintaining communication and networking with program leaders through the participation in interactive forums, such as meetings, mail groups, and national conference calls. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of State Veterans Home (SVH) program federal regulations, directives, interim guidance, public laws, VA manuals, medical center and VISN memorandums to provide guidance on SVH processes and procedures; process, reconcile, and upload SVH data into IPERA website; process and review applications to verify SVH program eligibility; compile and produce regular and ad-hoc SVH program reports; and resolve problems. Skill in working with VHA financial management systems that involve requesting, approving and recording obligation of funds in order for SVH to receive proper payments for the SVH residents. Incumbent is responsible for performing daily oversight and quality assurance functions, as directed by the Contracting Officer, relating to contracted services. This includes obtaining all necessary internal facility reviews and approvals, preparing all required procurement documents, provide technical contract oversight, verify contractors meet applicable quality and performance standards, and coordinate effective communication between VA and contractor providers. Knowledge of correct English grammar, spelling, capitalization and punctuation to prepare material from drft or voice recordings, and to edit written correspondence and reports. Physical Requirements: The work is sedentary. Most work is accomplished at a desk in office surroundings. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. Frequent trips are made through the logistics warehouse to retrieve office supplies, toner cartridges, and misc. support items. Interface with supervisors, facility support staff, and coworkers in a logistical environment.
