Job Description:
This position is responsible for planning, directing and coordinating human resources activities for MaineDOT. Responsibilities include planning, coordinating and managing classification, compensation, employee relations, pay and benefits, contract administration, and recruitment and selection activities; and overseeing/coordinating the implementation of personnel policies and practices, providing guidance, consultative and advisory services in these areas to supervisors, managers, Office/Division Directors, and the members of the Commissioners Office. Position works with considerable autonomy. Additionally, this position performs specialized work in planning, implementing and overseeing the EEO/ ADA program for all of MaineDOT and directly supervises an HR Manager/EEO Coordinator position. Position works collaboratively with the HR Director in providing advice and guidance to MaineDOT leaders, managers and supervisors in matters pertaining to ADA/EEO issues and activities. Position is responsible to ensure complaints of harassment, sexual harassment, whistleblower protected activity and other claims are investigated thoroughly to safeguard the organization. Position collaborates with the Office of the Attorney General to defend MaineDOT in Maine Human Rights Commission charges/complaints. Position works collaboratively with the Workers' Compensation Division regarding employee injuries/return to work and the interface between Workers Compensation and the ADA/MHRA. Position works collaboratively with the Maine Public Employees Retirement System on employee Disability Retirement applications; providing sign off and medical documentation to the Maine PERS, as well as subject matter expertise and details regarding the information obtained from employees while working through the ADA process.
To be minimally qualified for this position candidates must provide evidence of the following experience:
An eight (8) year combination of directly related education, training, and experience demonstrating knowledge of professional level human resource management or employee relations, as described above, in either public or private sector. Excellent communication, adaptability, and problem-solving skills are a must. Applicants with a knowledge and understanding of current employment trends and challenges facing HR, particularly public employment, is a plus.
