Job/Position DescriptionThe Division Administrator for Federal and Program Improvement Review provides program and quality assurance reviews within Child Protective Services. The position oversees the development of policies and procedures to monitor the provision of Child Protective Services, handles the development of case reading guides for various stages of Child Protective Services, oversees the case reading process, and ensures reliability between case analysts. Case reviews include federal case review protocols, ad hoc case reviews based on implementation of new policy or need to determine trends in practice, and standardized reviews of open and closed cases in different stages of services (including stages of services worked with Statewide Intake or Investigations staff). The position obtains routine internal and external stakeholder input regarding the provision of Child Protective Services, and evaluates the effectiveness of safety, permanency and well-being of children and families in Child Protective Services. The position analyzes data, identifies trends and patterns, communicates outcomes and trend results to Child Protective Services state office and regional staff, and conveys monitoring results to internal and external stakeholders. The position is responsible for evaluation of new practice models of service delivery, including analysis of data and outcomes. The position utilizes federal best practice monitoring systems, such as the federal Child and Family Service Review process, to evaluate Texas child welfare practice and serves in a leadership capacity in the federal Child and Family Service Review of the Texas system. When required, the position is responsible for ensuring the completion of the negotiated federal Program Improvement Plan process. The position interacts routinely with regional and state office Child Protective Services staff, regional and state office Investigation staff, state office legal, budget and information technology staff, other state and federal agencies, external stakeholder groups and various other organizations. Essential Job FunctionsSupervises and manages evaluation team leads (quality assurance leads), program specialists and other administrative level staff. 25%Directs the development and implementation of CPS activities used to evaluate program performance and achievement of outcomes for state and regional CPS activities. 20% Assesses the external environment and collaborates with stakeholders to identify areas for change in order to improve program operations. Develops working relationships with internal and external stakeholders. Evaluates national trends and stays abreast of current research. Networks with state and national governments, associations, advocates, academics, to improve program operations.
