Position Summary Working within the Office of the Chief Data Officer, the individual will perform a variety of highly advanced (senior-level) technical, training, research, planning, policy, program assessment, and administrative activities for assigned program. The individual will have excellent writing, communication, presentation, analytical, organizational, nd time management skills. This role will be involved in planning, coordinating, implementing, and monitoring open data and closed data program elements and services and the Data Literacy Program that support government and higher education organizations throughout the state. Knowledge and background in data practices is expected. May support the agency Records Management program. Works under minimal supervision with extensive latitude for the use of initiative Supports the Chief Data Officers initiatives by assisting with the development of the statewide data strategy, engaging in cross-agency collaborations, participating in briefings, presenting updates at relevant meetings, and staying current on best practices and advancements in data management. Collaborates with the Data Literacy Program Administrator to engage with customers and stakeholders, to identify and address their data literacy needs; ensuring the design and delivery of training materials that meet these requirements and helps develop and deliver training and educational sessions with a focus on integrating data literacy principles. Collaborates with Chief Data Office team members to evaluate and monitor the effectiveness of Open Data Portal (ODP) and Data Literacy programs, including tracking participant progress, identifying opportunities for improvement, and analyzing and reporting usage trends. Supports administrative and technical functions for current and new customers of the Open and Closed Data Portals (CDP) and the Texas Data Literacy Program, assisting in onboarding and training new users, addressing customer inquiries, facilitating discussions, and identifying candidate datasets for ODP publication and inter-agency data sharing. Consults and collaborates as needed with the ODP and Data Literacy Program platform vendors to resolve customer issues effectively, maintains strong vendor relationships, stays informed on platform updates, and acts as a liaison between the vendor and customers. Recommends enhancements or improvements to the Data Portal and Data Literacy platforms and develops and updates policies, procedures, best practices, and standards, ensuring alignment with statewide data programs and portal user access needs. May support the agency records management program. Performs other work-related duties as assigned. Qualifications: Education Graduation from an accredited four-year college or university with a bachelors degree in computer information systems, data analytics, business administration, or a related field. Additional work-related experience may be substituted for education on a year-for-year basis (high-school diploma required). Experience and Training Required Minimum of five (5) years recent experience in data management, including developing data management solutions and designing/developing data governance policies/standards. Minimum of five (5) years of progressively responsible experience managing multiple priorities, problem solving, decision making, planning, and conducting presentations to IT and Business leadership.
