Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Field Operations Planner IV:Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports.Administers highway performance monitoring activities and is responsible for the highway performance monitoring system using ArcGIS and TxDOT's Statewide Traffic Analysis and Reporting System (STARS II).Analyzes departmental needs, changes, and enhancements and makes recommendations.Assists with budget preparation; monitors and estimates future costs.Develops and implements short and long-range local and statewide plans and projects.Develops and monitors statistical performance measures.Evaluates contractor performance for contractual compliance.May serve as lead worker and the related tasks.Monitors and analyzes activities of assigned functional areas and provides information that may impact them.Responsible for annual highway and county road traffic count program. Travels in state vehicle and uses public transportation to perform traffic data collection activities.Conducts or participates in District and Regional Planning Meetings.Performs other job responsibilities as assigned.Field Operations Planner V:All the above and:Assists with the development and updating of department policies and procedures relating to short-term traffic data collection business area.Evaluates consultant and vendor performance for contractual compliance.
