This position is an internal posting for current THC employees only JOB OBJECTIVE: Performs highly complex (senior-level) accounting work. Work involves preparing and/or overseeing the preparation of financial analyses and reports; establishing, maintaining, and/or overseeing accounting systems, procedures, and controls: and preparing and/or overseeing the preparation of agency reports. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES: 1. Oversees and/or prepares construction in process (CIP) pay applications, to include construction in process (CIP) pay applications, to include updating a recalculating necessary worksheet, tracking invoices and contracts/POs, communicating with vendors, PCS and site staff. 2. Generate Expenditure Transfer Vouchers (ETVs), Interagency Transfer Vouchers (ITVs), Cancellations, Reversals, and Re-Issue Vouchers in CAPPS. 3. Review and verify supplier information in the Texas Identification Number System (TINS) and CAPPS. 4. Responsible for 1099 year-end reporting. 5. Review and release vouchers related to Utilities for payment in CAPPS. 6. Assist and participate in implementation of new credit card purchase portal to include providing support and collaborating with the team and IT on workflow and procedures. 7. Assist with monthly expenditure reconciliation between CAPPS and USAS. 8. Assist with quarterly PO verification and cleanup. 9. Review and determine appropriate account information to code accounting documents, including but not limited to vouchers, invoices, travel vouchers, and other financial documents. 10. Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures. 11. Audit accounting and financial documents for accuracy and compliance with THC policies and procedures and state and federal statutes. 12. Work with suppliers on billing inquiries and resolve billing problems. 13. Work with program areas and historic sites to obtain necessary approvals for purchases when needed. 14. Train staff to ensure appropriate use of funds, coding, and state guidelines are being followed. 15. Serve as a resource for department staff and provide technical assistance on accounting matters related to voucher processing and tracking. 16. Keep staff informed of process or policy changes and ensure everyone understands and complies. 17. Use a variety of software applications, including CAPPS, USAS, Excel, Asana, and Word. 18. May assist in responding or coordinating responses for Finance and Accounting Division (FAD) open records requests. 19. May assist with processing mail, emailing invoices, invoice reconciliation, and bank deposits. 20. Serve as the backup to other Accounts Payable staff. 21. Play an active role in promoting a harmonious and cohesive work environment and advancing the goals of the division. 22. Adhere to an established work schedule with regular attendance. 23. Follow all THC safety guidelines/procedures and ethics requirements. NON-ESSENTIAL DUTIES: 24. Perform other duties as assigned. Qualifications: QUALIFICATIONS/REQUIREMENTS (The application must specifically state how each of the following qualifications are met): Graduation from an accredited four-year college or university (one year of work experience related to the essential duties may substitute for one year of college); Minimum three years work experience in accounts payable, accounts received, or revenue collection; Work experience performing data entry, data processing, and bookkeeping; Valid Texas drivers license, acceptable riving record, and ability to drive a state vehicle; and May travel up to 10% of the work period. PREFER: Graduation from an accredited four-year college or university with a degree in accounting, business, or closely related field; Work experience using Centralized Accounting and Payroll/Personnel System (CAPPS), Uniform Statewide Accounting System (USAS), or other accounting software. KNOWLEDGE, SKILLS AND ABILITIES: Effective verbal and written communication, human relations, and organizational skills; Knowledge of fiscal programs; of governmental accounting; of budget control methods, policies, and procedures; and of laws and regulations pertaining to financial operations; Knowledge of office practices and administrative procedures; Skill in providing customer service excellence to both internal and external customers; Skill in operating a personal computer with word processing, database, and spreadsheet software; Ability to research, analyze, and solve data entry problems; Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with a diverse group of people; Ability to multi-task in a fast-paced environment; Ability to interpret rules, regulations, policies and procedures; Ability to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; Ability to adapt successfully and quickly to change and deliver quality results in a timely manner; Ability to plan, organize, and work independently, as well as within a team environment; Ability to exercise sound judgment and discretion; and Ability to maintain the highest level of confidentiality. REGISTRATION, CERTIFICATION, OR LICENSURE: Must have or obtain a valid Drivers License and Defensive Driving Course to be able to operate state vehicles. ENVIRONMENT/PHYSICAL CONDITIONS: Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking, standing, pulling and pushing, kneeling, stooping, and bending, performing tasks requiring fine motor skills and coordination, and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed.
