BRIEF POSITION SUMMARY Performs highly complex (senior-level) security enforcement work safeguarding priority resources, buildings, personnel, and other equipment belonging to the Texas Military Department and the Department of Defense (DoD). Guards and patrols property against loss or damage from fire, theft, vandalism, accident, or trespass; maintaining order and protecting life. Implements and enforces security standards, policies and procedures. Supervises the work of others on assigned shift. Reports to the Security Operations S pervisor and works under limited supervision with considerable latitude for the use of initiative and independent judgment. WORK HOURS: Shift Work, 40 Hours a Week ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES Monitors and coordinates the daily activities of assigned security personnel. Plans and implements security officer postings, to include breaks, throughout entire shift. Oversees, monitors, and authorizes entrance and departure of employees, visitors, and other persons to maintain security of installation. Provides directions, assistance, and/or information; issues visitor passes. Supervises the duties of Installation Entry Controllers and provides overwatch during minimum traffic times. Reviews incident and daily activity reports and disseminates pertinent information to staff regarding significant activities of the prior shift(s) and all active incidents. Evaluates and makes recommendations on matters of safety and security. Patrols, and directs patrols, to watch for unauthorized persons, fires, and unusual occurrences, and reports emergencies upon discovery. Performs checks of buildings and alarmed facilities after-duty hour as necessary. Plans and directs security activities, to include traffic and crowd control. Oversees and responds to alarms; investigates events; and obtains witness, victim, and complainant statements. Oversees and coordinates security responses to incidents. Reports all emergencies, accidents and incidents to upper management and follows up as needed. Acts as a main point of contact for all radio and phone communications for incidents and emergencies. Serves as primary contact for reporting and disseminating information regarding security-related incidents to the Security Operations Supervisor. Apprehends or detains suspects in accordance with applicable state laws and organizational operating procedures. Performs first aid. Assists federal, military, and local law enforcement agencies during VIP visits. Enforces standards of conduct adherence to applicable laws and regulations. Issues and monitors equipment for assigned personnel (e.g., radios, uniforms, keys, etc.). Participates in all mandatory state on-boarding training, and on-the-job training specific to security enforcement duties and responsibilities. Provides training in security and safety areas as appropriate. Performs other duties as assigned by supervisory and training personnel. Accounts for all firearms and motor vehicles, and user-level maintenance and services. Oversees maintenance of records; prepares, reviews, and maintains security logs, incident, and fuel reports. Serves as a liaison for coordinating CAPPS transactions for assigned personnel. Mediates disputes between TMD personnel and visitors using Inter-personal Communication (IPC) skills. Acts in the absence of the Security Operations Supervisor and: Maintains and updates security officer equipment and gear required for duty. Manages staffing, schedules and time keeping for Security Officers assigned. Develops and maintains tracking of records for all training required by TMD, Appendix 3 of the MCA, and Department of Public Safety Private Security Bureau. Oversees and monitors video surveillance systems, and access control systems. Follows all verbal and written guidance given by the Security Operation Supervisor. Evaluates staff performance.
