GENERAL DESCRIPTION Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries. The Project Manager III plays a pivotal role in delivering critical information technology projects that align with the mission and objectives of TxDMV. This position is responsible for the planning, execution, and successful completion of complex IT initiatives under the oversight of the Information Technology Project Management Office (IT PMO). With a focus on collaboration, quality, and accountability, Project Manager III ensures that projects achieve their defined goals on schedule and within budget while meeting stakeholder expectations. Working under general supervision with moderate latitude for initiative and independent judgment, this role involves managing diverse project teams, fostering clear communication among stakeholders, and proactively addressing risks and challenges to project success. ESSENTIAL DUTIES Lead and manage end-to-end IT projects utilizing established project management methodologies to ensure quality, scope, schedule, and budget objectives are met. Define project goals, objectives, and success criteria in collaboration with stakeholders to align initiatives with business priorities. Develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Oversee contract management for external vendors, ensuring compliance with agreed-upon deliverables and project specifications. Facilitate project meetings and serve as the central point of communication among stakeholders, ensuring alignment and transparency across all project phases. Proactively identify and address project risks, issues, and changes in scope, employing sound judgment to keep projects on track. Generate and distribute detailed project documentation, including progress reports, budget tracking, and performance metrics, to inform stakeholders and decision-makers. Coordinate efforts with internal teams, external contractors, and other state agencies as needed to achieve seamless project execution. Assists with developing criteria for evaluating programs, proposals, and other pertinent information related to project assignments. May assign duties and responsibilities and coordinate the work of project staff. May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed. Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures. Performs other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: State and federal regulations affect information technology projects, procurement, and security. Project management principles and best practices, particularly for complex IT initiatives. Systems and methodologies for evaluating vendor performance. Skills in: Microsoft Project and other project management software tools. Communication, both written and verbal, to convey technical information effectively to diverse audiences. Prioritization and multitasking to manage multiple complex projects/tasks simultaneously. Ability to: Build and sustain relationships with project takeholders, team members, and vendors. Adapt to dynamic project environments and drive results with minimal supervision. Ability to demonstrate self-motivation, self-direction, and adaptability; as well as analytical, problem-solving, and conflict resolution abilities. Qualifications: MINIMUM REQUIREMENTSEducation and Experience Bachelors degree from an accredited college or university in Computer Information Systems, Information Technology, Computer Science, Business, or a related field. Five (5) years of progressively responsible experience in information technology project management. Relevant experiencemay substituted for education on a year-for-year basis. Preferred Experience: Project Management Professional (PMP) or Agile Certified Practitioner (ACP) certification is highly recommended.Proven success delivering IT projects in government or mid-to-large organizations. Experience successfully managing contracts with external vendors in a government organization. Familiarity with the Department of Information Resources Project Delivery Framework. ADDITIONAL INFORMATION This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, Texas as required by management.
