The State Highway Administration’s (SHA) District 4 is currently recruiting for a Utility Area Engineer (Transportation Engineer III) position in Baltimore County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this position or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of Work: The District 4 Utility Area Engineer is responsible for the direct supervision of a team of engineering technicians that perform the plan review, approval, coordination, inspection, and acceptance for maintenance for all permits issued within Baltimore and Harford Counties. These permits include utility permits, commercial access permits, and lane closure permits along the 2,297 lane miles in Baltimore and Harford Counties.

The District 4 Permit Inspection Team oversees a variety of construction activities within the SHA right-of-way including commercial entrance construction. complex road widening, bridge widening, as well as relocation and installation of all types of overhead and underground utilities including, but not limited to, high voltage electric transmission and distribution lines up to 115KV, high pressure gas lines, high pressure water lines and sewer lines, and communication and fiber optic lines. The Utility Area Engineer’s team of engineering technicians are also responsible for the review and distribution of Miss Utility tickets to the Office of Traffic and Safety, District 4 Maintenance, and the Office of Customer Relations and Information and close out all Miss Utility tickets as defined by the Miss Utility Law. This position serves as a first responder and is on-call 24 hours a day, seven days a week to respond to utility emergencies occurring along SHA roadways to determine an emergency Work Zone Traffic Control set up, to notify the Statewide Operations Center (SOC) and the Office of Customer Relations and Information and provides updates to ensure that the public is safe and informed during the entire emergency event.

Qualifications

Minimum Qualifications:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Two (2) years of experience in professional engineering.

Selective Qualification: One (1) year of the required experience must have involved performing utility inspections and/or coordination.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:

  1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

    1. Possession of a master's degree in engineering may be substituted for one year of the required experience.

    2. Persons currently registered as Professional Engineers in the state of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.

Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in state of Maryland.

Candidate must obtain the following certifications withing the first six (6) months of employment:

  • State of Maryland Work Zone Traffic Control Manager

  • Approved Flagger
