CareFirst Data Engineering Director (Remote) in Baltimore, Maryland

PURPOSE:

We are seeking a Director of Data Engineering to oversee and elevate our data and platform engineering capabilities. This Director-level role will focus on driving technical excellence and ensuring agile, efficient delivery of our data solutions. You will collaborate with cross-functional teams to build cutting-edge data platforms and pipelines that enable secure, scalable, and high-quality data products across the enterprise. The Director of Data Engineering will oversee enterprise data development best practices, and drive efficient data operations.

Your role is to lead our data engineering strategy and operations by partnering with data governance, architecture, analytics, product, and business stakeholders to build modern data products and enable business-driven insights. You will work with IT partners to define and implement a modern agile operating model focused on continuous delivery and high-quality outcomes.

You are a capable executive with strong data infrastructure and data architecture skills, a proven track record of leading and scaling large data teams, strong operational skills to drive efficiency and speed, and a strong vision for how data engineering and operations improves healthcare access. This responsibility includes but is not limited to:

  • Develop and execute a data engineering strategy that aligns with organizational goals, emphasizing agility, scalability, and technical innovation. Partner with data leaders to ensure our data platforms and processes support current and future needs.

  • Promote best practices in agile methodologies, driving continuous improvement and efficient delivery of data pipelines, services, and solutions. Champion modern DevSecOps and CI/CD practices to shorten development cycles and maintain high-quality standards.

  • Work closely with Data Governance & Architecture teams to ensure engineering solutions comply with established standards and policies. Collaborate with Data Product, Analytics, and business stakeholders to understand requirements, coordinate development efforts, and ensure timely, value-driven releases. Your team will drive the design, build, and launch of new data models and data pipelines in production, define and manage SLAs for all data sets and processes running in production.

  • Recruit, mentor, and lead a high-performing team of data and platform engineers, fostering a culture of collaboration, innovation, and continuous learning. Develop career paths and growth opportunities within the data engineering domain.

  • Manage and optimize data infrastructure on Azure, incorporating solutions such as Snowflake, Databricks, Informatica, and SQL-based tools. Oversee the adoption of newer development practices, streaming pipelines, and related technologies to build robust data products and services.

ESSENTIAL FUNCTIONS:

  • Leadership & Strategy: Define and implement data engineering roadmaps, ensuring alignment with overall corporate strategy. Collaborate with senior leadership to prioritize initiatives that maximize business impact.

  • Data Engineering Execution: Oversee the design, build, and maintenance of secure, high-volume data pipelines across multiple systems. Ensure efficient data ingestion, processing, and storage to support real-time and batch analytics use cases.

  • Platform Engineering & Operations: Drive the development of scalable platform solutions, integrating tools like Databricks, Informatica, and Fabric. Monitor platform performance and availability, proactively addressing issues to minimize downtime.

  • People Management & Development: Provide clear direction, performance feedback, and professional development for engineering teams. Encourage a collaborative, agile environment that embraces continuous improvement and innovation.

  • Continuous Improvement & Thought Leadership: Stay current with emerging data engineering tools, trends, and best practices. Advocate for state-of-the-art engineering approaches and evangelize the value of data engineering across the organization.

This position manages people.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Computer Science, Information Technology, Engineering, or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Licenses/Certifications Upon Hire Preferred:

  • Data Management\Certified Analytics Professional (CAP).

Experience: 8 years Related professional experience. 3 years Management experience.

Preferred Qualifications :

  • 10 years related professional experience.

Knowledge, Skills and Abilities (KSAs)

  • Strong background in building and supporting scalable data pipelines (real-time streaming, batch processing), data APIs, and integrations. Thorough understanding of data structures, data modeling, and schema design.

  • In-depth knowledge of Azure ecosystem components, Snowflake architecture, Databricks runtime, and best practices for large-scale analytics. Proficient in SQL and Python for data transformation, automation, and analysis.

  • Advanced knowledge of data warehousing, SQL (T-SQL, PL/SQL), Databricks, Snowflake, and Python. Understanding of data store techniques and platforms.

  • Skilled in leading iterative development cycles with measurable outcomes. Ability to adapt and respond quickly to shifting priorities, ensuring minimal disruption and maximum ROI.

  • Capable of guiding teams through complex challenges, while empowering them to innovate and grow.

  • Proven data literacy the ability to describe business outcomes, data uses, data sources, and their management concepts, as well as analytical approaches or options to all levels of the organization in both business and technical roles. Effective in forging strong relationships with cross-functional partners including Data Governance & Architecture, Data Product, Analytics, and business stakeholders.

  • Experience in strategic technology planning and execution, including user guides, use policies, user acceptance, and support/maintenance.

  • Experience applying Agile, DevOps, or SAFe principles to large-scale data engineering initiatives.Knowledge of healthcare payers, providers, pharmacies, and community health businesses is preferred.

Salary Range: $156,400 - $290,318

Travel Requirements

Estimate Amount: 10% Meeting with clients at forums or making client visits
