Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PHYSICAL SECURITY SPECIALIST, Position Description Number D2162000 and is part of the ME 101st Security Forces Squadron, National Guard. Responsibilities This position is located in an Air National Guard Wing, Mission Support Group, Security Forces (SF) Squadron. The primary purpose of this position is to be responsible for all base electronic security systems by performing electronic security systems duties and managing all functions necessary to sustain electronic security protection in all areas of the installation. MAJOR DUTIES: 1. Responsible for the management and administration of the Intrusion Detection System (IDS) program. Advises the MAJCOM SF IDS program manager of any base or site activities that will impact the Integrated Base Defense Security Systems (IBDSS) program. This includes, but is not limited to, mission changes resulting in increase or decrease of resources, reconfiguration of resource areas, and construction of facilities on or in the vicinity of current and planned sensor locations. Reports and documents all IDS maintenance requirements to the servicing maintenance organization. Monitors IDS false and nuisance alarms and, when necessary, requests assistance from the maintenance organization to resolve problems and deficiency. Coordinates with maintenance and materiel management functions to ensure sufficient spare parts and maintenance are available to support the IBDSS equipment and component. Maintains Technical Orders and commercial manuals that describe equipment components and operating procedures for IDS in use. Develops local training for system operators. Assists the standardization and evaluation section in developing certification standards for system operators. 2. Responsible for the management and administration of the physical access control systems (i.e. Defense BiometricsIdentification System - DBIDS). Manages entry control point (ECP) related applications associated with DBIDS and the Security ForcesInformation Management System (SFMIS). Manages the functional and operational sustainment of all data processing programs such as DBIDS, SFMIS, and other systems installed and/or programmed for the ECP. Produces and maintains and related reports for command echelon personnel. Provides feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for their mitigation. Reviews the operational status of sensor subsystems ensuring all required testing procedures are followed. Researches, interprets, and analyzes guidelines to ensure all work complies with legal and regulatory requirements. Performs additional related duties as required or directed. Develops goals and objectives that integrate organization and squadron objectives. 3. Performs administrative office support functions and develops, coordinates, and publishes all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans. 4. Performs installation security duties. Leads and manages SF programs designed to provide a secure mission environment. Establishes requirements for police services, physical security, and Anti-Terrorism programs. Establishes liaison between SF and civilian law enforcement agencies. 5. Manages police services. Develops and writes localized SF policies and procedures. Manages installation entry control, visitor center operations, and special functions/events. Administers and manages Resource Protection and Crime Prevention programs. 6. Manages Security Forces Management Information System (SFMIS). 7. Performs and enforces the full range of SF duties within the military installation. Apprehend and detain violators of laws, rules, and regulations and turn them over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral. 8. Performs other duties as assigned. Requirements Conditions of Employment Qualifications PLEASE NOTE: This Position may be converted to permanent at a future time with no further competition. **Position may be terminated with a 30-day notice due to lack of funding. Military Grades: E3-E7 Compatible Military Assignments: AFSC: 3P031/3P051/3P071 GENERAL EXPERIENCE: Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE: To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements. Knowledgeable on the management and administration of the Intrusion Detection System program. Experienced in advising supervisor of any base or site activities that may impact the Integrated Base Defense Security Systems program. Skilled in completing reports and documents the Intrusion Detection System program maintenance requirements to the servicing maintenance organization. Experienced in monitoring Intrusion Detection System false and nuisance alarms and knowledgeable on how to request assistance from the maintenance organization to resolve problems and deficiency. Competent in managing and administering the physical access control systems. Has the working knowledge of entry control points and related applications associated with the Integrated Base Defense Security Systems and the Security Forces Information Management System. Experienced in the functional and operational sustainment of data processing programs such as Integrated Base Defense Security Systems and Security Forces Information Management System; or other systems installed and/or programmed for the entry control points. Experienced in writing or maintaining related data processing reports for command echelon personnel. Skilled in providing feedback to supervisor regarding identified or perceived base access vulnerabilities with recommendations for mitigations. Experiences or working knowledge on the operational status of sensor subsystems that ensure required testing procedures are followed. Competent on researching, interpreting, and/or analyzing guidelines to ensure work complies with legal and regulatory requirements. Experienced in performing administrative office support functions and develops, coordinates, and publishes all Security Forces' installation level publications to include the Installation Security Plan, the Installation programs designed to provide a secure mission environment. Knowledgeable on the requirements for police services, physical security, and anti-terrorism programs; as well as, understands the working liaison activities between Security Forces and civilian law enforcement agencies. Experienced in developing localized Security Forces policies and procedures. Experiences involved working the installation entry controls, visitor center operations, and special functions/events; along with administering the Resource Protection and Crime Prevention programs. Experienced in working the Security Forces Management Information System. Experienced in performing and enforcing Security Forces duties, that may included apprehending and detaining violators of laws, rules, and regulations and turning these violators over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.
