This vacancy is located in East Baton Rouge.

The incumbent of this position will serve as the principal assistant to the Undersecretary and playing a significant role in guiding our strategic initiatives and ensuring effective management across the organization.

This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus five years of professional level experience in a public or private sector setting.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Graduate training in any field will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.

A master's degree in any field will substitute for one year of the required experience.

Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in any field will substitute for two years of required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

As these positions are with agencies that have different functions and goals which call for specialized areas of knowledge, preferred experience or education may be considered when filling these positions.

Executive direction from the unclassified Undersecretary. Other reporting relationships may be approved by SCS.

Supervision Exercised:

Direct over division administrators within the Office of Management and Finance. Other reporting relationships may be approved by SCS.

Location of Work:

Positions at this level are located within major state departments.

Job Distinctions:

Differs from Deputy Undersecretary 2 by the presence of executive-level responsibility for multiple divisions performing management and finance functions of the greatest scope, complexity, and impact. These characteristics are generally assessed by budget authority and subordinate personnel for the assigned divisions.

Divisions performing management and finance functions typically include Accounting, Audit, Budget, Human Resources, Administrative Services, Information Services, etc.

Provides executive review and direction for current and long-range programs, plans, and policies; ensures efficiency, economical management, and conservation of resources.

Meets with the Governor, legislators, state officials, administrators of other divisions, professional organizations, vendors, and others to provide information and to resolve conflicts as needed.

Directs program evaluations; discusses results with the Undersecretary and works with subordinate administrators to improve operations as needed.

Reviews and revises budget recommendations for assigned activities.

Conducts staff meetings and conferences with division directors to discuss operations, organization, budgetary matters, personnel matters, technical issues, and the status of programs and projects.

Coordinates or directs special projects or reports relating to assigned activities.
