Job Focus Area
This Education Consultant 4 is located within the Office of Teaching & Learning, Division of Educator Development, and reports to an Education Supervisor. The EC 4 will serve as the policy and strategy lead to advise the Supervisor and, as the subject matter expert, oversees the implementation of Louisiana’s Teacher Preparation Quality Rating System (TPQRS); leads strategy relative to Louisiana’s teacher program approval cycles; as well as to lead policy development and implementation for the Division of Educator Talent and Workforce Development. This position requires someone with a strong background in strategy, policy, and project management, and excellent analytical and communication skills. Individuals who have prior experience in - or a keen interest in - working across functional teams in a complex environment will excel in this role.
The preferred candidate should have experience or developed skill sets in the following areas:

The duties and responsibilities include but are not limited to the following:
Identify programs of excellence and programs in need of improvement, thus informing enrollment and hiring decisions, as well as interventions
Provide preparation providers with meaningful information for improvement
Reward programs for meeting Louisiana’s educator workforce needs
Ensuring that the performance profiles are released according to deadlines and that they include information that is meaningful to policymakers, aspiring educators, and teacher preparation providers
Managing the external vendor that is conducting the on-site reviews to ensure that the reviews are high quality and provide meaningful data for improvement
Developing the strategy for supporting teacher preparation leads in using data from the performance profiles to drive program improvement; this will include collaborating with national partners and researchers to inform the development of this strategy
Manages the on-site review vendor budget including, multi-year contracts with the vendor(s)
Advises the division director of specific issues related to the progress of the quality rating system in meeting established goals and objectives, and makes recommendations for resolutions and system enhancements
Leading and guiding educator preparation providers in the development and review of new and existing teacher preparation programs, early childhood ancillary certificate programs, mentor and content leader programs, and/or educational leader preparation programs
Leading and guiding the review of all preparation programs in Louisiana across divisions
Informing all interested persons of the Louisiana competencies for preparation programs and the procedures for program evaluation
In collaboration with the Director of Educator Preparation and Accountability, coordinate the program approval process for teacher preparation and early childhood ancillary programs
Maintaining a bank of quality rubrics and evaluation systems and updating criteria for high-quality evaluation rubrics for all types of teacher preparation programs to align with Louisiana’s priorities and policy
Designing and delivering educator evaluation training and tools, including yearly training and specialized evaluation training, for teacher preparation providers in alignment with the Louisiana Aspiring Educator Rubric (LAER)

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Eight years of experience in education, teaching, or administrative services; OR
Six years of full-time work experience plus five years of experience in education, teaching, or administrative services; OR
A bachelor's degree plus five years of experience in education, teaching, or administrative services; OR

Differs from the Education Consultant 3 by the presence of serving as the sole senior staff assistant to an Education Division Director or subject matter authority-witness/program developer and/or researcher.
Differs from the Education Consultant Supervisor by the absence of direct line supervision over lower-level Education Consultants and other related staff.
Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.
Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education, as an expert witness providing background information and relevant research findings and the recommendations.
Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the fields of education on programs, policies, procedures, laws, and regulations and answers questions and assists in the resolution of education problems.
Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.
Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.
Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as inter office matters.

Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities (LEAs).
Directs the administration or implementation of major elements of the state's reform model, including areas such as curriculum, assessment, or accountability components.
