About this position:Once fully trained, employee will function as a key designer and team leader in a group for the design of complex engineering structural systems including but not limited to steel plate girders, pre-stressed concrete girders and movable bridge structures. Directs project design and plan development to ensure conformance with the Department's standards, Federal Highway Administration's policies, AASHTO specifications and all generally accepted structural design practices. Please see the examples of work below for the complete job duties.

If selected, the applicant will be eligible to begin work the day after graduation. The selected candidate will be required to submit an official transcript confirming graduation within 60 days of hire.
The Engineer Intern Applicant position can only be filled as a temporary Job Appointment. A job appointment is a temporary appointment that may last up to 24 months. This position maybe converted to a probational appointment in the future. Applicants qualifying based on college training or receipt of a baccalaureate degree will be required to submit an official college transcript to verify credentials claimed prior to appointment.

This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

FUNCTION OF WORK:
To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

JOB DISTINCTIONS:
Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.
Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.
Examples of Work
This position is part of a Career Progression Group (CPG) which provides for a gradual progression from Engineer Intern Applicant through Engineer 5 as the employee gains experience and proficiency. Incumbent is responsible for developing their engineering skills in the design, plan preparation, and construction inspection of complex electrical systems for movable bridges, roadway lighting, and building facilities. The job duties and responsibilities listed below are for the Engineer 5 position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series. The specific duties assigned may vary depending on the level at which the incumbent is hired.
Position is located at the LADOTD Headquarters building in the Bridge Design Section (25). To perform work, incumbent may be required to use a state vehicle for statewide travel, climb tall bridge towers, lift heavy items (equipment covers), and occasionally work in extreme weather conditions such as rain, cold, or heat.
While in official capacity, incumbent shall comply with any applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals, and directives.
40% Design and Plan Preparation:
Serves as a Task Manager to oversee the development of the electrical portions of a project. Advises the Project Manager on all questions related to electrical issues.
Independently designs and develops plans and specifications of complex power and control systems for statewide movable bridges, roadway lighting, and building facilities.
Responsible for continually researching new electrical technology and integrating the new technology into our current designs to improve performance, efficiency, reliability, initial cost, and maintenance cost.
Coordinates electrical designs for movable bridge, roadway lighting, and building facility projects with other design disciplines (e.g. structural, mechanical, architectural), to ensure all systems integrate together correctly and minimize conflicts.
Reviews electrical designs developed by the Bridge Design Section (25) and the Bridge & Facility Maintenance Section (51).
25% Construction Related Engineering Services (CRES):
Reviews electrical shop drawings and equipment submittals for assigned projects.
Provides district Project Engineers/Inspectors with engineering support during construction. Consists of responding to electrical related RFI’s from the Contractor, answering-mail/telephone questions from the Project Engineer/Inspector, developing acceptable “fixes” to construction or plan errors as requested by the Project Engineer, and reviewing all electrical design changes requested by the Contractor during construction.
Performs shop inspections of fabricated electrical equipment prior to shipment of equipment to the field.
Performs periodic field inspections of electrical systems during construction to ensure that all electrical equipment has been purchased/fabricated and installed in accordance with the plans and specifications.
Assists the Contractor with the final set up and adjustment of all electrical systems to ensure that they are functioning properly prior to the Department’s acceptance of the project.
20% Project Management, Consultant Contracts, Consultant Review and Rating:
Serves as Project Manager for projects that are primarily electrical in nature such as a roadway lighting project. Work may include execution of a consultant task order to design and develop contract documents, coordination of the development of all contract documents, maintaining the project schedule, etc.
Develops the electrical scope of work, contract time, and design criteria for consultant contracts/task orders to design/rehabilitate statewide movable bridges, roadway lighting, and building facilities.
Reviews the electrical portion of construction documents prepared by a Consultant to ensure they meet the requirements of the consultant contract.
Rates the Consultant’s performance on the electrical port on of the consultant contract.
10% Miscellaneous Duties:
Emergency Inspection and Repairs: Assists the Bridge & Facility Maintenance Section (51) and District Maintenance Units with field inspections of movable bridges, roadway lighting, and building facilities that have had failures of their electrical systems. Services may include assessment of the failure/damage, recommendations as to whether the damaged electrical system should continue to operate, recommendations for repairs, and/or preparation of construction documents to effect repairs.
Damage Assessment Teams: If a “Major Disaster” or an “Emergency” has been declared, incumbent will participate on an inspection team to assess the damage removable bridges, roadway lighting, and building facilities, and prepare federal “Detailed Damage Inspection Reports” (DDIR’s) to facilitate federal reimbursement of costs associated with repairing the structures.
Structured/CPD Training: Completes and maintains all structured training required by the Department, and all continuing professional development training required to maintain and renew their professional engineering license.
Training of Department Personnel: Trains and instructs subordinates in the design of electrical systems for movable bridges/roadway lighting/building facilities, and the laws, codes, and regulations governing their design. Trains and instructs subordinates on all Department procedures involved in plan development, contract letting, and construction.
Office Tasks: Performs office tasks as directed by their Supervisor such as reviewing time sheets, updating project lists, scheduling employee training, securing rental vehicles for field inspections, scanning documents, etc.
5% Other Duties:
Incumbent may be required to perform other duties as directed by their Supervisor/Section Head including, but not limited to, emergency/disaster support activities following natural disasters such as hurricanes and flood events.
