About this position:

Prepares detailed engineering design drawings and cost estimates for the most engineering projects including, but not limited to freeways, interchanges and innovative intersections, major urban and rural highways, and major bridge replacement projects. These projects include highly detailed designs that attempt to minimize impacts on environmentally sensitive locations and commercial and residential properties. Some common tasks include establishing typical sections, setting vertical and horizontal grades. The incumbent at this level will independently develop and manage design plans for a roadway construction project from inception to letting.

The Engineer Intern Applicant position can only be filled as a temporary Job Appointment. A job appointment is a temporary appointment that may last up to 24 months. This position may be converted to a probational appointment in the future.

This position may be filled as probational, job appointment, detail to special duty, or promotion of a current DOTD employee.

The actual starting salary depends on the education and experience of the selected applicant.

As part of Career Progression Group, vacancies may be filled from this recruitment as an Engineer Intern Applicant, Engineer Intern 1 or 2, Engineer 3, Engineer 4, or Engineer 5 depending on the level of experience of the selected applicant. The maximum salary for the Engineer 5 is $126,256. Required certification for applicants interested in qualifying for Engineer Intern 1 or 2: Engineer Intern Certificate in the state of Louisiana.

Required License for applicants interested in qualifying for Engineer 3, 4, or 5: Professional Engineer License in the state of Louisiana.

Applicants with a license from another state will be accepted. However, a Louisiana license will be required prior to the date or hire.

No Civil Service test score is required in order to be considered for this vacancy.

MINIMUM QUALIFICATIONS:

Eligibility for a Louisiana Engineer Intern Certificate.

NOTE: This is a temporary position to be utilized while the incumbent is securing a Louisiana Engineer Intern certificate. Permanent status shall be denied to incumbents occupying this position.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To apply scholastic theory and elementary engineering skills to a variety of tasks involving standard procedures and practices in the field, office, or laboratory in order to acquire practical experience for licensure.

LEVEL OF WORK:

Entry.

SUPERVISION RECEIVED:

Close from a higher-level engineer.

SUPERVISION EXERCISED:

Functional supervision may be exercised over Engineering Technicians.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineering Technicians and other related jobs by the presence of responsibility for applying engineering principles under close supervision.

Differs from Engineer Intern 1 by the absence of a Louisiana Engineer Intern Certificate.

30% Prepares detailed engineering design drawings and cost estimates for the most complex engineering projects including, but not limited to freeways, complex interchanges and innovative intersections, major urban and rural highways, and major bridge replacement projects. These projects include highly detailed designs that attempt to minimize impacts on environmentally sensitive locations and commercial and residential properties. Some common tasks include establishing typical sections, setting vertical and horizontal grades. The incumbent at this level will independently develop and manage design plans for a roadway construction project from inception to letting.

30% Performs as Project Manager on in-house or consultant-designed projects. The incumbent will be responsible for developing and maintaining project scopes, project and plan development schedules and ensuring projects are designed and delivered within the allotted budget. Manages consultant contracts by developing project scopes, negotiation of man-hours and fees, establishing contract time requirements, establishing design criteria, monitoring progress for work quality and quantity, reviewing acceptability of plans, and approving invoices for payment. Performs consultant performance ratings in support of the consultant procurement process.

20% Assists in the supervision and training of a DOTD design squad of lower level engineers and engineering technicians in the design of a large variety of engineering systems. Ensures that the development of highway construction plans comply with state and national design guidelines.

10% Provides technical expertise to lower-level engineers and engineering technicians in resolving engineering problems concerning roadway design and construction problems.

5% Provides technical guidance to engineers within DOTD related to the preparation of roadway construction plans. Performs plan reviews as part of the design quality control process. Assists during the NEPA process when preparing alignment and line & grade studies for environmental documents.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support duties.
