The bi-weekly starting salary for a Human Resources Analyst A is $1,394.40.
The bi-weekly starting salary for a Human Resources Analyst B is $1,491.20
The bi-weekly starting salary for a Human Resources Analyst C is $1,648.00.
The bi-weekly starting salary for a Human Resources Specialist is $1,821.60.
This position participates in a Career Progression Group (CPG) and may be filled as a Human Resources Analyst A, B, C, or Specialist . The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

This position may be filled by probational appointment or promotion of a classified Louisiana Department of Agriculture and Forestry employee serving with permanent status. Applicants who are not permanent employees of Louisiana Department of Agriculture and Forestry will be required to serve a 24-month probationary period.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
This position serves as the technical specialist of a comprehensive Human Resources Program. The incumbent assists with providing for the efficient and effective operation of the total human resources function for an extremely complex and highly visible state department under the rules and regulations of the Department of Civil Service, state and federal rules, regulations and guidelines, and policies and procedures of the Department of Agriculture and Forestry.
The Department of Agriculture and Forestry has an approved TO of over 500 positions, plus approximately 50 unclassified & classified WAE positions, with offices located statewide. In addition, LDAF Human Resources provides human resources support to the forty-four (44) Soil & Water Districts throughout the state, with an approximate TO of 250. The incumbent provides human resources payroll support to LDAF employees statewide.
This advanced technical specialist level position provides services, encompassing time administration, employee administration, benefits, and staffing for LDAF employees. The duties require the incumbent to be knowledgeable in a variety of areas such as: Civil Service Commission rules, LDAF departmental policies and procedures, relating to hiring, pay, PES, classification, LaGov HCM, Office of State Uniform Payroll policies, benefits (insurance and retirement plans), FMLA, FLSA, and rules and procedures governing all types of payroll deductions, etc.
85% Time Administration - Payroll/Benefits/ Retirement
Incumbent must possess a detailed knowledge of policies, procedures, rules and regulations pertaining to Payroll and Retirement including entry into LaGov HCM, LASERS and Teachers Retirement System.
Counsels employees during the pre-retirement process to ensure they have the proper documents, certificates, etc., that are necessary for completing retirement applications. Processes LASERS forms and submits retirement/DROP forms to retirement system prior to the effective date.
Enters all retroactive time entry corrections into LaGov HCM. Advises time administrators of the correct time entry procedures regarding FMLA, FLSA, Military leave, educational leave, holidays, disciplinary leave entries, etc.
Assists the Human Resources Supervisor in reviewing time entries for correctness and assists with necessary adjustments. Assists in obtaining leave quotas and termination paid leave balances to generate off-cycle checks. Assists with reviewing remuneration statements for accuracy and completeness.
Performs random payroll audits of time administrator's payroll entries within assigned areas. Responsible for reviewing payroll reports, required documentation, prior period adjustments, and other factors which might warrant additional time administrator training. Provide feedback to time administrator and supervisor for process improvement.
Orders retirement awards and ensures delivery to appropriate personnel.
15% Employee Administration-Staffing
The incumbent serves as back up for Employee Administration, staffing and benefits human resources activities for approximately 300 to 400 employees.
The incumbent verifies that all proposed operational activities comply with federal and state laws, State Civil Service rules and regulations and departmental requirements. Certifies and recommends approval to the Human Resources Director for all proposed activities. Independently evaluates, initiates and processes personnel actions.
Coordinates and processes new hires, personnel actions (promotions, transfers, reassignments), separations, etc. in LaGov HCM. May draft job vacancy announcements in La Careers in accordance with established Civil Service procedures. Receives applications and refers lists of qualified applicants to the hiring manager. Reviews the application of the candidate selected for hire to ensure they meet
the minimum qualifications of the position. Ensures that all actions are completed and authorized in La Careers within the required timeframes.
Ensures all positions being filled and announced are true vacancies and verifies with the Compensation section that the job description is up to date prior to filling. Prepares the necessary forms to complete personnel actions for consideration by the Appointing Authority.
May receive and resolve EA issues/problems.
Assists employees with Louisiana Employees On-line (LEO) access and issues/problems. Resolves complex problems and recommends changes in policies and procedures to eliminate future problems to management.
Stays abreast of changes, as related to assigned areas, by regularly conferring with the Human Resources Supervisor, Manager and the Human Resources Director. Advises personnel liaisons in area of responsibility of pertinent changes as they occur. Prepares correspondence relative to assigned Employee Administration areas for approval by Human Resources Supervisor.
Calculates salary adjustments in accordance with State Civil Service Rules as well as any applicable departmental pay policies with special attention paid to allowable pay range maximums.
Maintains next eligibility dates in LaGov HCM. Sends reminders to agency supervisors regarding employee work contract expiration dates, such as probationary period expirations, WAE appointments and job appointments terminating and details to special duty ending.
Counsels employees concerning the various employee benefits and benefits options; ensures that employees are informed of all new programs and available coverage within existing programs; assists employees in the proper completion and filing of various benefits, forms, etc. Enrolls and orients new employees with the Department concerning the total benefits package. Completes necessary entries in LaGov benefits portal "HRBEN0001." Run, review and research various benefit reports to ensure any errors or issues are resolved as quickly as possible.
Maintains confidential files and ensures that they are locked up in a secure location. May conduct exit interviews. May serve as back up to other HR staff as necessary.
Provides support to the emergency support section during events; attends necessary training and maintains the required documentation of activities.
