Purpose/Introduction (continued)

Chevron Phillips is currently seeking an Operations Engineer to join the Manufacturing organization located in Baytown, TX at the Cedar Bayou facility. The Operations Engineer will be dedicated to the Normal Alpha Olefins Unit (NAOU) and under the direction of the Unit Superintendent, will be responsible for the day-to-day operation and optimization of the process unit.

Responsibilities

  • Provides studies and analysis on capital and special projects, collaborating with operating and support groups as needed

  • Initiates and coordinates the developments of process improvements. Initiates studies to continuously improve efficiency of unit equipment for the assigned unit.

  • Investigates equipment maintenance problems and initiates corrective measures.

  • Leads improvement teams for the unit

  • Works closely on equipment reliability and process improvement with operations and support group staffs

  • Develops the unit expense budget

  • Handles the Environmental Reporting and Emission Calculations

  • May be assigned Team Leader responsibilities for Incident Investigations

  • Works closely with the environmental group to understand Title V requirements and communicates information to shifts

  • Assists the Unit Leadership in special functions such as shutdown planning, capital and expense projects, expense budget preparation, cost objectives variance, preparation and SOP reviews etc.

  • Assists with routine inspections to ensure compliance with plant safety policies

  • Operates as a visible leader in all aspects of safety performance and participates toward our journey to zero. A champion for life saving rules, tenets and compliance policies. Continuously looks for opportunities to improve awareness and performance. Implements projects/processes to improve safety performance. Participate in routine inspections to ensure compliance with plant safety policies.

Responsibilities (continued)

  • Ensures process safety requirements are met. Investigates and implements solutions for process safety and environmental incidents. Efficient implementation of management of change (MOC) projects/process. Assists in management of MOC’s and recommended actions. Participates on unit PHA/LOPA studies. Drives improvement in understanding of PSM principles by area personnel including understanding of IPLs.

  • Ensures compliance and implement environmental performance improvement projects. Performs environmental reporting and emission calculations.

  • Leads or participates on the Reliability Improvement Team. Implements equipment reliability improvement projects identified by reliability improvement teams, failure mode and effects analysis, root cause analysis, etc.

  • Monitors daily process performance for the operating units; communicate improvement opportunities to operations group. Analyzes historical operating trends. Performs studies/ implement projects to continuously improve efficiency and performance of unit operations.

  • Interacts with the business group to ensure alignment. Annual capital/expense budget development. Monthly cost review, yield analysis and accounting close activities. Performs material balances. Reviews/improves standard operating procedures/training materials. Assists in shutdown planning. Orders Unit materials/chemicals as needed.

Required Qualifications

  • Minimum education of bachelor’s degree in Chemical or Mechanical Engineering

  • Minimum of 3 years of related engineering experience

  • Self-starter who can work with minimal supervision

  • Demonstrated ability to develop positive working relationships with associated work groups/people

  • Demonstrated skills in evaluating and prioritizing work to ensure alignment with the department's goals

  • Excellent written and verbal communication skills

Preferred Qualifications

  • 5 years or greater of manufacturing engineering experience (operations and/or production engineering)

  • Knowledge of environmental regulations and strong process safety knowledge
