Centre County Government SECOND DEPUTY RECORDER OF DEEDS in Bellefonte, Pennsylvania

  • Coordinates and executes the functions of the Recorder of Deeds Office when the Recorder of Deeds and First Deputy are out of the office.
  • Directs and assists subordinate staff with regard to workflow in the office and ensures adherence to established procedures and standards. Assists with training, performance, and work assignments in the absence of the Recorder of Deeds and First Deputy Recorder of Deeds.
  • Accurately prepares and records a large volume of daily bank deposits.
  • Assists in supervising and reviewing of staff's recording, and rejecting if necessary, a wide variety of legal instruments (e.g., deeds, mortgages releases, right of ways, covenants, etc.) and reviews documents prior to recording to ensure compliance with federal, state, local regulations, and established precedent setting situations.
  • Accurately records a large variety of land records presented in accordance with legal and department standards.
  • Assumes overall responsibility for the document imaging and scanning functions of the office and maintains the record retention and imaging standards.
  • Assists staff and customers in solving problems relating to interpretation of recording laws and office policies.
  • Provides customer and constituent service support and monitors subordinate staff levels of same.
  • Operates computer, typewriter, document imaging equipment, and other office equipment.
  • Assists general public with information and genealogy requests.
  • Assists with training of office personnel.
  • Assumes the duties of the Recorder of Deeds and First Deputy Recorder of Deeds in their absence.
  • Attends meetings or training as necessary.
  • In the absence of First Deputy Recorder of Deeds, disburses checks and/or electronic funds payment transfers using QuickBooks computer software, or other custom   department computer programs, prepares monthly reports and allocations to proper tax districts and authorities using Excel, UNIX, and Microsoft Word software and outside sources online backing programs.
  • In the absence of First Deputy Recorder of Deeds, manages instrument verification process using Excel and UNIX software and ensures corrections and changes are done in accordance with office policies and procedures.
  • Performs other job-related duties as required.
