National Institutes of Health Inventory Mangement Specialist in Bethesda, Maryland

Summary In this position the incumbent is responsible for the accountability and administrative oversight of approximately 10 Property Custodial Officers (PCOs) in the proper execution of inventory management policies and procedures. . Responsibilities Serves as a principal specialist responsible for the overall direction of property management for the National Institutes of Alcohol Abuse and Alcoholism. Advises staff on all aspects of property accountability functions including maintenance of accountable records. Provides direction and oversight in the classification of new acquisitions, annual and special inventories and reconciliations, the creation and execution of various inventory transactions. Provides general administrative advice and assistance to staff throughout the Institute in the preparation of accurate documents for acquisition, use and disposal of government property and equipment. Provides technically accurate advice on the proper use and disposal of government equipment and property; makes efficient use of automated systems to complete administrative tasks. Serves as the person responsible for daily inventory management of all equipment and non-expendable property assuring the decaling of all new items and the submission of appropriates. Requirements Conditions of Employment Qualifications In order to qualify for an Inventory Management Specialist, GS-2010 at the GS-12 level, you must have: A. Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing administrative oversight and integrated management and control of activities involving property policies and procedures, serving as a technical expert on matters related to property management, utilization and disposal, overseeing new and existing inventory to accurately track equipment through automated processes, document inventory that is damaged, lost, transferred, loaned or donated, maintain inventory control records in an automated system; investigate discrepancies between the physical inventory and the inventory database to resolve problems; and develop documents and reports on inventory results.; OR C. A combination of education and specialized experience that meets the qualification requirements for this position.
