Office of the Director of National Intelligence Senior Policy Advisor in Bethesda, Maryland

Summary The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. Responsibilities Major Duties and Responsibilities: The Special Security Directorate (SSD) is the source for security policy advocacy, advice and guidance regarding security practices /procedures, security-relevant issues, and Security Clearance Reform initiatives. The selected candidate will; Provide an advisory role to SSD leadership on a broad-range of personnel security initiatives and issues. Research, coordinate and recommend proposed solutions to requests and policies in alignment with Security Executive Agent (SecEA) and IC equities. Orchestrate, direct, and draft Congressional correspondences. Develop IC policies in response to Intelligence Authorization Act requirements. Develop a policy for waivers submitted by heads of IC elements under ICD-712 and oversee the waiver process on behalf of the DNI. Create and sustain partnerships with other IC elements. Collaborate/Engage with ODNI Mission Capabilities Directorate on the creation and enhancement of innovative IT solutions to meet IC-wide requirements. Collaborate with other ODNI and IC elements to refine policies and procedures that improve personnel security effectiveness. Foster an open and supportive working environment consistent with all applicable safety, security, legal policies and procedures. Lead, manage and drive the ODNI core values of Commitment, Courage and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity. Lead and manage complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Engage and influence key stakeholders to support the ODNI's Key objectives. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. Qualifications Mandatory Requirements: Ten or more years of demonstrated success in senior leadership roles in government. Strong leadership and management skills as demonstrated by effective management of a complex organization in strategic business policies and workforce dimensions. Excellent interpersonal skills including the ability to build and foster networks within and outside the IC, earn and maintain credibility and trust from senior leadership and subordinates, shape and influence the strategic directions of stakeholders and agency oversight. Direct the development and implementation of controls and policies to provide guidance to management officials, and coordinate internal and external initiatives to ensure alignment with key intelligence priorities. Excellent oral and written communication skills and demonstrated ability to collect, filter, and synthesize data inputs into clear, logical, and concise products for consumption by audiences of widely varying technical sophistication, as well as the ability to mentor others in the art of cogent written communications and archival record-keeping. Substantial knowledge and experience with Personnel Security and Vetting, with thorough understanding of personnel security policies and procedures. Ample knowledge of the IC, mission, objectives, policies, personnel security needs and authorities; especially those that pertain to personnel security reform efforts.
