Summary This position is assigned to the Biomedical Section of Facilities Management Services at the Boise VA Medical Center (BVAMC). The incumbents provides technical support for all matters of concern overseeing the operating, implementation, and upkeep of network electronic systems of BVAMC and all associated Clinical Outpatient Centers. Responsibilities Major duties include but is not limited to: Responsible for overseeing the operating, implementation and upkeep of multiple networked electronic systems for BVAMC Performs work on maintenance and operations of numerous controls and monitoring systems facility wide Maintains biomedical instrumentation and networked electronic systems Provides technical support and management of security cameras, panic alarms and card readers, the pneumatic tube system, guest WiFi, digital control (DDC) server maintenance, A/V Systems for education and conference rooms, queue management for laboratory and pharmacy. pharmacy pill counters/packagers, powered mobile shelving, inventory dispensing systems and nurse call Provided support include preventive maintenance inspections, maintenance and repair, calibration, installation, modification and user training Analyzes, diagnoses, develops and provide upgrade planning Responsible for diagnosing and/or resolving problems in response to customer reported incidents via tickets Recognizes hazardous conditions and procedures with electronic instrumentation systems and initiate appropriate preventive or corrective action Determines if a system is to be removed from, to be restored to, or allowed to remain in clinical use Serves as the Contracting Officer Representative (COR) for designs and implements projects associated with electronic systems. Confers with project personnel and technical staff to provide technical advice to resolve problems with systems along with providing direct technical advice to resolve problems with systems along with providing direct technical guidance Reviews all contractor's technical submittals, shop drawings, designs computations or similar information on materials for conformance with plans and specification for systems Troubleshoots problems with systems and field site diagnostics of system malfunctions and when appropriate, carries out minimal corrective procedures to limit or contain negative impact due to malfunctions Works with facilities management services to analyze drawings, blueprints, manufacturer's brochures and specifications of all systems to ensure technical sound program is installed and maintained Represents the organization at vendor events, meetings and conferences as required to keep the facility updated as possible with compliance Work Schedule: Monday - Friday, 7:30 am to 4:00 pm Compressed/Flexible: Available Telework: Not eligible Virtual: This is not a virtual position. Qualifications To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with operating systems to allow for repair, maintenance and interfacing; Knowledge with a wide arrange of electronic equipment designed/diagnostic tools, principles, standards, precedents, techniques, requirements, methods, applications, sources and procedures to perform a variety of assignments in the assigned application of specialty area; Knowledge of system development life cycles to analyze hardware or software requirements of electronic equipment systems. Knowledge of a wide range of computer based electronic equipment systems conversant with theory of operation, maintenance and troubleshooting methodologies specifically including nurse call systems, patient elopement, audio/visual systems, intrusion and security alarm system, electro-mechanical devices, pneumatic systems, RTLS, servers, and all other controls. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must have an combination of specialized experience and education beyond the first 2 years (36 semester hours) of graduate level education. Physical Requirements: the work is both sedentary and active, requiring walking through out he medical center. Duties may require lifting, carting and carrying equipment weighing 10 - 40 pounds. Asking assistance from other specialist to help with lifting is encouraged. There may be limited crawling under desks and behind areas to gain access to equipment.
