Salary Range: $25.00-$35.00 based on experience and qualifications

This is a Limited Service, non-classified Position. It is expected that the duration of this Limited-Service position will be through June 06, 2025.

The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.

KEY RESPONSIBILITIES

The Human Resources Specialist reports directly to Human Capital Management Lead under the Human Capital Management and Payroll Bureau Chief.

Serves as the subject matter expert managing the sustainment activities including functional and system support for all agencies. The incumbent will be expected to develop expertise and focus in the Luma human resources (HR) functional area. They will work directly with functional leads, subject matter experts (SME’s), and system vendors ensuring that business processes are functioning properly, and workflows successfully support organizations utilizing the Luma system. The employee will be required to understand and document complex workflows, determine gaps between requirements and technology, and assist in establishing artifacts for sustainment operations.

The employee will establish and maintain positive relationships with functional policy owners to ensure the interpretation of laws, regulations, and program policies and procedures are applied appropriately. The employee will assist in the continuous improvement and modifications of supporting systems.

Job Functions:

  • Employ a working knowledge of the Luma Finance, Procurement, Budget, Payroll, and Human Capital Management (HCM) modules to ensure proper continuous integration with system modules.

  • Coordinate with other Luma staff to address cross-functional needs.

  • Provide system corrections to entities utilizing the Luma system.

  • Convey requirements to develop, monitor, evaluate and report system management activities in Luma.

  • Maintain procedure manuals to ensure compliance with regulations.

  • Coordinate policy decisions with functional subject matter experts and state policy owners.

  • Respond to stakeholder inquires in a timely manner, as defined by SCO policy.

  • Attend and participate in meetings to keep Luma staff up to date on functional and office activities.

  • Assist with answering phones and resolving service now inquires and requests.

  • Assist with daily tasks in the human resource system.

  • Advise leadership on elements related to Luma HCM, Payroll, and Workforce Management modules as well as other Luma modules.

    Additional Functions:

  • Contributes to the positive performance of the Luma system and Luma as a whole.

  • Demonstrates timely and consistent attendance.

  • Any additional duties as assigned by the State Controller or his/her designee.

    Minimum Qualifications:

Good knowledge of:

  • Human Resources principles and practices.

Experience:

  • Developing and preparing HR documents.

  • Using computer systems to develop, analyze, and report on HR data.

  • Analyzing HR activities and recommending management action.

MQ Specialty

  • Experience developing, monitoring, evaluating, and reporting HR activities; interpreting laws, regulations, and policies and advising on their requirements; evaluating information and developing reports of findings.

  • Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting. Documenting business processes.
