The Ada County Information Technology Department (AC-IT) supports the largest county in the State of Idaho. The department is divided into functional areas of Administration, Customer Support, Infrastructure, Project Management and Development for Client/Server/Web/GIS.

AC-IT provides computing and communications infrastructure, services, and innovation to the departments and elected officials charged with providing the services to the citizens of Ada County.

POSITION GENERAL SUMMARY:

Uses basic knowledge under general supervision to define and develop software architecture to perform professional software development tasks associated with the modification, design, development, and debugging of software applications.

DISTINGUISHING FEATURES OF THE CLASS:

The Software Developer I assignments are well defined and of limited scope and technical complexity, using standard procedures and techniques. Guidance is readily available from other team members or management. Schedules, milestones, and priorities are usually provided by the team lead and/or management.

Essential Functions

  • Applies basic understanding of programming using languages including but not limited to C#, JavaScript, and SQL, HTML and CSS;

  • Translates user stories and design specifications into appropriate programming language;

  • Modifies, maintains, and updates existing programs/web pages;

  • Debugs programs/web pages and prepares program/web page documentation;

  • Under general direction, researches and recommends effective design solutions;

  • Establishes and maintains effective working relationships with others;

  • Ensures that windows/internet standards are met, and that related standards and copyrights are not intentionally violated;

  • Helps configure third party cloud-based software used at Ada County;

  • Develops simple HTML documents with embedded graphics, forms, audio, video, and script objects;

  • Processes and sends out monthly web statistical reporting for web sites.

Each Developer will be assigned one or more specialized assignment:

  • Electronic Content Management (ECM): Configuration and set up of ECM document imaging, document Management, import processing, workflows and reporting.

ADDITIONAL FUNCTIONS:

  • Performs related duties as required.

Job Requirements

  • Bachelor’s degree from an accredited university in Computer Science or related field or equivalent combination of education and experience;

  • A minimum of one year of computer industry experience preferred;

  • Previous experience writing computer programs and using development tools;

  • Basic knowledge of Relational Databases using SQL including SQL Server, DB2 and database connectivity (ODBC, etc.);

  • Knowledge of techniques used to predict the impact of hardware changes on applications already in use, and generate useful recommendations based on the predictions;

  • Knowledge of current system software and equipment technology;

  • Knowledge of Visual Studio using C# and other .NET technologies, HTML, JavaScript, CSS, and XML;

  • Knowledge of bug tracking and project monitoring tools like Jira, Azure DevOps and Monday.com;

  • Knowledge of Crystal Reports and/or SSRS report writing tools or other report writing tools;

  • Ability to follow written and verbal instructions;

  • Ability to present ideas logically and effectively;

  • Ability to exercise sound judgment;

  • Ability to work independently and as part of a team to accomplish division and department goals;

Additional job requirements for specific specialized assignments are defined below:

Enterprise Content Management:

  • Experience as a developer in ECM software such as OnBase or Laserfiche (prefer OnBase);

  • Experience in configuration and setup of ECM document imaging, management, workflow, electronic forms and reporting modules;

  • Familiarity in configuring and supporting APIs, and C# with an ECM solution design;

  • Relevant certifications preferred but not required (OnBase Administrator, OnBase Workflow Administrator, OnBase WorkView Administrator, Hyland Developer Specialist).

OTHER REQUIREMENTS

  • Must possess and maintain a valid driver’s license;

  • Must pass a criminal background investigation;

  • Must treat coworkers, users, and the public with the utmost respect and regard for good public relations;

  • Working hours are generally from 8:00 a.m. to 5:00 p.m., Monday through Friday, but may vary with the needs of the County and may include evening or weekend work in the event of serious systems problems.

Work Environment & Physical Demands

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions.

  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
