Reports to: Deputy Superintendent of Operations General Description: The Executive Director needs to be a dynamic leader who possesses a strong understanding of and a desire to improve the safety, security, and crisis response operations throughout the entire system. The ideal candidate will provide strategic direction and leadership for the overall administration and coordination of the Safety, Security and Crisis Response for the District including security, public safety, and emergency response systems. The Executive Director directs and oversees all aspects of the operation of the Boston Public Schools Department of Safety Services. The Executive Director informs and advises the Boston Public Schools Deputy Superintendent of Operations or his designee on all issues regarding the safety and security of all students, staff and facilities of the Boston Public Schools. The ED serves as a liaison between the Boston Police School Safety Coordinator, Director of Fire and Emergency Management, Division of Student Support, and youth and safety focused public agencies. The ED will oversee three units within the Safety Services Division - the Emergency Management, Community Connectors and Safety Specialist units. The Community Connection Coordinators role seeks to engage students with a proactive focus on providing access to resources and support tailored to the student's individual needs in pursuit of building positive relationships in accordance with BPS strategic goals. The Emergency Management Unit will lead the implementation and maintenance of emergency management plans, policies, and procedures district-wide. The overall goal of the OEM is to ensure systems and structures to facilitate emergency preparedness are maintained and all district staff have the necessary capacity to prevent and respond to emergencies across the district. The Safety Specialists Unit collaborates with school administrators, designated safety team, and staff to provide a safe and welcoming environment for the school community. They serve as a pro-active link between students and other school support staff, focusing on middle and high schools. School Safety Specialists are a part of the school community, assist with emergency planning and sit on the school's safety committee. Serve as liaisons for the Office of Safety Services to school administration, BPD, and/or other law enforcement agencies (as necessary). They received specialized training to solve potential problems/conflicts and relay pertinent safety information that may affect the school community and take appropriate action when needed. Essential Duties: Set overall strategic direction of safety for Boston Public Schools and develop/implement goals and objectives across multiple departments, Lead development and annual evaluation of the District's school safety plan program to comply with State of Massachusetts standards and requirements. Nationally Represent the District in interagency collaboration, meeting with officials, citizens, and representatives of the press, to establish goodwill and resolve and respond to issues. Provide safety, security, and critical incident response training for all levels and departments. Serve as a central resource internally and externally in response to security, safety and school/incident response Make data-based decisions about how to organize and strategically align department and District resources to maximize safety of students, staff, and the school communities. Develop and continuously improve policies and protocols to support emergency response, a safe school climate, and gold standard prevention/intervention practice. Continuously evaluate department performance relative to strategic goals and objectives and report regularly on progress to the Superintendent, Deputy Superintendent of Operations, and other key stakeholders. Lead and evaluate all safety and security department activities and initiatives and ensure compliance in all areas as related. Build processes that use data to evaluate safety effectiveness and drive results aligned to safety and security priorities. Develop and administer the budget for the department. Ensure compliance to Local, State, and Federal mandates relative to school safety programs and reporting. Plan, develop, recommend, implement, and evaluate policies, procedures, and programs related to safety practices in school and system facilities. Provide leadership during critical incidents by using the Incident Command System model of standard response. Proactively engage school communities in developing safety priorities, defining roles and responsibilities, building capacity, and creating systems of accountability to ensure a safe and effective school climate. Collaborate with internal and external personnel in planning a standardized response to critical incidents using the Incident Command System model. Interact and develop collaborative relationships with local and state law enforcement and safety agencies. Work with Capital Program and other District staff to provide leadership and program management oversight of capital efforts to equip schools with assets necessary to ensure the safety of school communities. Develop adequate and relevant in-service training programs for security and school personnel which supports policy enforcement, fire safety, accident prevention in the public school environment and support other relevant in-services and training programs. Collaborate with direct reports to identify professional goals, and to create and execute development plans. Effectively evaluate the performance of all security and safety personnel. Recruit and select skilled and capable safety personnel; Collaborate with school administrators in the evaluation and effective deployment of resources Conduct planning and research activities relating to all aspects of public safety in a public school environment Perform other duties as assigned to include working flexible hours, evenings, weekends, staggered shirts, rotating schedules, holidays and in emergency situations ensure 24/7 day response. Requirements: Office and various non-office working environments and conditions. Requires extensive safety training and/or protective devices to handle exposure to radiant or electrical energy (e.g., ionizing radiation), chemicals, or solvents, Physical effort involves using equipment requiring high dexterity. Requires good hearing. Requires good near or distant vision. Requires distinguishing colors and/or depth perception to judge distances. Typically sitting at a desk or table, with intermittent sitting, standing, or stooping. Requires repeated reaching by extending hand(s) and/or arm(s) in any direction. City of Boston residency required. Education: Master's Degree in Public or Business Public Administration, Criminal Justice, or. other related fields. In lieu of a Master's Degree, consider a Bachelor's Degree in Criminal Justice, Public or Business Administration, Education with a minimum of 10 years mid to senior level experience working in a related field. A Bachelor's degree can be substituted by full time law enforcement experience on a 3 to 1 basis (A Bachelor's Degree thus being equivalent to 12 years of full time experience) Police Officer Certification as a result of attendance and graduation from a Recognized Massachusetts Criminal Justice Training Council Police Academy. Experience: Minimum of 10 years of supervisory and/or administrative experience. Minimum of 3 additional years of experience in school leadership, campus security, emergency management, and/or law enforcement required. Experience in educational organization preferred. Knowledge of Federal, State and Local Laws, School Safety and Security Plans, Investigation and Law Enforcement Skills, Outreach Programming and Criminal Justice Diversion Strategies. Required Skills: Knowledge of law enforcement policies and procedures, crime prevention, investigations, public safety training, safety programs and operations. Ability to develop, train, plan and implement an Incident Command and Response System. Ability to understand the key roles associated with the incident Command and Response System. Ability to relate to a wide variety of people to provide leadership which results in a high quality safety operation Strong decision-making ability, budget experience, proven performance and resource management skills. Ability to effectively lead, organize, and direct the work of others. Demonstrated ability to design and implement short and long range objectives aligned with the BPS Strategic Plan. Ability to make recommendations on various topics, detailed, controversial, simple, or complex. Ability to develop, implement, monitor, and evaluate program goals and initiatives. Ability to exercise strict confidence in handling sensitive information. Ability to manage critical incidents successfully. Must be skilled in collaborative leadership of individuals and groups. Excellent communication skills, both written and verbal including the ability to effectively communicate during crisis situations. Experience working and leading in a K-12 school environment or/or collaboration with an urban school district. Terms: Managerial, E81. City of Boston residency is required.
