_*_The new address of this position will be 1 Federal Street, Boston, MA 02110 in 2025._*_ _About the Organization:_ The Division of Insurance ("DOI"), an Agency within the Office of Consumer Affairs and Business Regulation, administers the Commonwealth’s insurance consumer protection laws through its regulation of the insurance industry. The primary mission of the Division is to monitor the solvency of its licensees in order to promote a healthy, responsive and willing marketplace for consumers who purchase insurance products. The Division also investigates and responds to consumer inquiries and complaints, enforces state insurance laws and regulations, and provides the public with accurate and unbiased insurance information. The Division of Insurance is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The Manager of Regulatory and Public Data Analysis will be responsible for managing a program to create a baseline and detailed set of data to support the Division's understanding and development of substantive policy and regulatory recommendations in a wide range of insurance areas, including matters concerning the Division's duties as the regulator of Massachusetts insurance markets. The Manager of Regulatory and Public Data Analysis will manage the development of the program and oversee its implementation. The Manager of Regulatory and Policy Data Analysis will work under the general supervision of the Senior Public Policy Advisor and Senior Regulatory Advisor to the Commissioner and will work closely with other policy professionals including the Commissioner of Insurance and the First Deputy Commissioner of Insurance. The Manager of Regulatory and Policy Data Analysis may also receive direction from other agency senior leadership, who will provide instruction and guidance, and who will assign work and review the manager's performance, to ensure compliance with agency policies, procedures and established standards. The Manager of Regulatory and Policy Data Analysis may provide direct supervision over, assign work to, and review the performance of technical, professional, support staff, or other personnel. Additionally, the Manager of Regulatory and Policy Data Analysis may provide functional direction to interns, professional or other personnel through advice, guidance and delegation of tasks. Duties and Responsibilities:(these duties are a general summary and not all inclusive): * Collaborate with senior DOI management to identify and understand data needs and requirements, as basis for conducting a range of analytic, advisory, and reporting activities to support agency and unit operations and policy initiatives. Provide functional direction to interns, professional or other personnel through advice, guidance and delegation of tasks. * Analyze complex data obtained from multiple internal and external sources, including data publicly available regionally, nationally and in Massachusetts. Use agency-approved data analytics, visualization tools and software, in the format approved by the agency management team, to effectively present and visualize relevant data in areas key to our essential regulatory functions. * Collaborate with internal and external stakeholders to understand key data metrics, and to design research approach to obtain additional data necessary to support the Division's policy-related decision making and regulatory objectives across all lines of insurance. * Participate in various Division working groups to provide feedback on identified trends, and to collaborate with other agencies on data analytics projects to support and improve the Division's regulatory processes, metrics and reporting. * Assist in the compilation and analysis of other agency production metrics and dashboard reports to monitor and track unit and agency accomplishments and provides appropriate recommendations to senior management. Support the development of public-facing data analytics and reporting across all lines of insurance, to benefit the insurance-buying public in making decisions about coverage choices. _ Preferred Knowledge, Skills, and Abilities:_ * Three (3) years of experience in policy and regulatory policy-related data analysis and reporting at both the national and state levels. * Strong analytical, troubleshooting, and problem-solving skills. * Proven ability to accurately gather requirements and other input from senior management and other end users in face to face, virtual, phone and other interactions. * Experience working with confidential, protected, sensitive data; working knowledge of data privacy and handling practices. * Ability to work independently/with minimal supervision, handle multiple tasks simultaneously, and adapt quickly to changes. * Strong intellectual curiosity; drive to master new skills, systems, and subject matter.  * Advanced in Microsoft Excel, Word, and PowerPoint. * Interest in public and regulatory policy; experience in a government setting. _All applicants should attach a cover letter and resume to their online submission for this position._ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate's degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
