State of Massachusetts Quality Manager – Continuous Quality Improvement Unit in Boston, Massachusetts

The Department of Children and Families (DCF) is seeking a dynamic individual with experience in the continuous quality improvement process as well as managing a Team to fill the role of a Quality Improvement (CQI) Manager. Reporting to the Director of Continuous Quality Improvement the selected candidates will beleading staff responsible for implementing a comprehensive system of review utilizing standardized case review instruments (e.g., Children’s Bureau On-Site Review Instrument (OSRI) and on-line monitoring system). These activities include both administrative and clinical responsibilities to ensure that the Department’s case practice and resource delivery meet the highest levels and result in positive outcomes. The Quality Manager and Team will utilize the Department’s comprehensive Management Information System, called I-FamilyNet. In addition, this position is responsible for the appropriate use of other data systems in support of program initiatives. Additionally, the incumbents will interact and collaborate with staff at all levels of the agency and strive to maintain the integrity of staff while ensuring the safety, permanency, and well-being of the Commonwealth’s children. Duties and Responsibilities (these duties are a general summary and not all-inclusive): * Supervise Continuous Quality Improvement Specialists by assigning work tasks, maintaining work schedules, monitoring day to day work activities and ensuring quality of the work. Will coordinate EPRS with Director. * Assist in leading CQI staff that are responsible for implementing a system of review utilizing the Children's Bureau CFSR Onsite Review Instrument (OSRI) and on-line monitoring system. * Assist with management of the DCF statewide initiative to monitor, evaluate and deliver feedback on its system of care, policies, and service delivery. * Assist the Director in implementing CQI projects in collaboration with the Office of Management, Planning and Analysis (OMPA) utilizing structured data to its fullest extent, determining the scope of projects, and finalizing data request needs. * Assist the Director in the development and implementation of DCF equity and diversity goals and objectives as they relate to hiring, staff support, and to services to a diverse population of children and families. * Review all unit work, both in the field and through written and verbal reports, to monitor performance and to ensure agency needs are met in compliance with policies and practices. * Provide technical assistance and consultation to Central, Regional and Area Office staff in implementation of quality assurance/improvement protocols, improved case practice and administrative policies. * Assist unit staff to coordinate and implement quality improvement activities that will address the Department’s needs as outlined in the CQI Plan. * Review internal cases to assure compliance with State and Federal Law. * Review management reports and participate in strategic planning to improve performance. * Participate in the hiring and training of new employees. * Prepare written reports in timely, effective manner, and perform other duties as assigned. * Attend CQI Staff Meetings at DCF Central Office in Boston as scheduled. _Preferred Qualifications_: * Demonstrated knowledge of State Agencies and family systems. * Proven ability to lead others and organize work. * Experience in Child Welfare and MA SACWIS system (FamilyNet/i-FamilyNet) * Working knowledge of Continuous Quality Improvement processes. * Knowledge of the Children’s Bureau Child and Family Services Review (CFSR) Onsite Review System (OSRI) and on-line monitoring system. * Supervisory experience and sound clinical skills. * Proficient with use of Microsoft Office products including Word, Excel, PowerPoint, Outlook and other PC based software. * Demonstrated commitment to the core practice values of the agency and understanding of the theory and practice of Child Welfare. * Talent for exercising sound judgment, especially discretion in handling confidential information. * Solid analytical, written, and verbal skills. * Solid organizational and time management skills. * Demonstrated ability to work both independently and as part of a team. _Special Requirements_: * The position will be assigned regions/area offices to be determined and will require travel, including travel to and from Boston. _To Apply:_ Please upload both Resume and Cover Letter for this position when applying. _About the Department of Children and Families:_ The Department of Children and Families (DCF) is committed to upholding the fundamental mission of protecting children from abuse and neglect to ensure they can grow and thrive in a safe and nurturing environment.
