U.S. Pacific Fleet, Commander in Chief CONTRACT SPECIALIST in Bremerton, Washington

Summary You will serve as a Contrack Specialist in the Contracting Department of PSNS and IMF. Salary Range: GS-09: $67,147-$87,291 GS-11: $81,242 - $105,612 Responsibilities You will perform a range of contracting functions including award, administering, negotiating, terminating and closing out various types of cost and fixed price contracts. You will review requests for procurement of ship repair projects and examine all statements of work for completeness and administrative feasibility. You will conduct various staff studies to facilitate accomplishment of and/or improvement of procurement operations. You will prepare solicitation documents, incorporating routine provisions (i.e. cost accounting standards and requirements for technical proposals with appropriate weight factors, cost data requirements, and socioeconomic programs). You will receive and evaluate bids/proposals, conduct pre-bid/proposals conferences, prepare responses to pre-bid/proposals inquiries and correspond with contractors as required. You will forward solicitations to the supervisor with recommendations for award or reasons for non-award. You will analyze operations, methods and procedures in order to recommend changes necessitated by revisions in policy, procedures, or procurement management concepts. You will determine the contractors eligible to bid/propose and whether or not sufficient competition is available in the immediate area or whether the area of competition needs to be expanded. You will review pre-award survey reports, financial capability audit reports, current workload, contractor facilities, and make a determination of contractor responsibility or non-responsibility. You will analyze requirements for procurement system data collection. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position: For the GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist soliciting, evaluating, negotiating, awarding, or administering contracts for the acquisition or procurement of equipment, supplies, or services to support modernization or repair of naval vessels. For the GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional contract specialist assisting in administering contracts for the acquisition or procurement of equipment, supplies, or services to support modernization or repair of naval vessels. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. For the GS-11 level: Education may be substituted for specialized experience as follows: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher level graduate education. For the GS-09 level: Education may be substituted for specialized experience as follows: Successful completion of two full years of progressively higher level graduate education. OR Successful completion of a Master's or equivalent graduate degree OR Successful completion of an LL.B. or J.D.
