Summary The James J. Peters VA Medical Center is currently recruiting for Associate Chief of Pharmacy of Clinical Operations will be responsible for the supervision, coordination and development of all Clinical Pharmacy Services at all locations of the JJP VAMC. The incumbent will be responsible for overseeing clinical operations of the pharmacy and participating in assessing, designing, teaching evaluating, and coordinating the training and educational programs for Clinical Pharmacy personnel. Responsibilities Some duties include but are not limited to: 1. Responsible for coordinating multiple clinical programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. 2. Develops and maintains effective clinical pharmacy programs from a cost and patient outcome perspective. Develops and manages effective pharmaceutical programs which focus on patient outcomes. In concert with the Chief of Pharmacy, plans and coordinates clinical expansion of the department to provide optimal pharmaceutical services. 3. Manages a wide variety of pharmaceutical services that provide for direct patient care and include professional, administrative, technical and clerical services. The services include, but are not limited to: inpatient/outpatient dispensing of medications; substance abuse treatment programs; inpatient unit dose and intravenous admixture programs; inpatient and outpatient drug counseling and education; extended care service; clinical service including pharmacy managed clinics; chemotherapy and IV admixtures; providing drug information services to providers, nurses, other allied health personnel and to patients. 4. Responsible for the management of National or VISN level programs. These programs include collaboration with other Federal agencies (e.g., National Institutes of Health, Public Health Service, Department of Defense, Food and Drug Administration (FDA), Centers for Disease Control, etc.) or organizations outside the Federal health care system. Programs of this magnitude are directed by VA Central Office or the VISN. 5. Responsibilities are carried out personally and through subordinates: clinical pharmacy specialists, clinical pharmacists, pharmacy technicians, clerical staff, volunteers, residents and students. 6. Serves on various medical center committees, interdisciplinary teams, and task forces as assigned. Serves as member and/or chairperson of the professional standards board for pharmacists, supervises or coordinates the boarding process for hiring, promotions, special advancements, etc. 7. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development. 8. Provides orientation, guidance, direction, training and supervision to pharmacy personnel in the areas of their responsibility. 9. Ensures that adequate staff is available for her/his area of responsibility. 10. Coordinates national, VISN and local pharmacy related initiatives such as annual cost-avoidance plans, formulary management plans, medication auto-conversion plans, with consideration of impact on veterans and the facility. Engages with appropriate stakeholders to safely and effectively facilitate completion of initiatives. 11. Individual is responsible for all clinical aspects of pharmacy services at the medical facility by maintaining effective interdepartmental relationships and demonstrating active problem resolution skills. Will also work in close cooperation with other programs and services in accomplishing the medical facility mission and goals. 12. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks. 13. Responsible for compliance with all safety, regulatory and accrediting body requirements. 14. Oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations. 15. Provides for efficient continuing pharmaceutical care services to outpatients and inpatients, assuring a high level of pharmaceutical care services and effective and expeditious utilization of all available resources (manpower, equipment, medication, supplies, and funds). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). (This is required to supply if you have foreign education to meet educational requirement) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Note: For grade levels above the GS-11, the candidate must be licensed. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Creditable Experience (1) Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board. (2) Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination). (3) Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination. (4) Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. Grade Determinations: In addition to the GS-13 requirements, you must have 1 year of experience equivalent to the next lower grade level. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience/Training: ASHP Accredited PGY2 Post-Graduate Training. Prior experience as an ASHP Residency Program Director. The actual grade at which an applicant may be selected for this vacancy is GS 14. Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. Work Environment: Work is performed in a Spinal Cord inpatient unit and Spinal Cord clinic setting and within an outpatient/inpatient Pharmacy setting. The position requires patient interaction which requires universal precautions and other normal safety precautions. The incumbent wears personal protective equipment (PPE) when in contact with patients with a contagious disease or when in contact with contaminated drainage. Safe work habits are practiced. The area is adequately lighted, heated and ventilated. The work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
