Project Overview:

RGLNG is a natural gas and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and two marine berths. At full capacity, the five-train facility will have a production capacity of 27 million tons per annum (MTPA)

Job Summary:

In this role, you will be assigned to a field construction organization in a supervisory/managerial position. Responsible for the organization and direction of construction and related activities for mass earthworks, utility earthworks, concrete piling, marine structures, dredging and shoreline protection. Responsibilities are to ensure assigned jobsite operations are closely coordinated with other work scopes, are in compliance with design/specifications, completion on schedule, within budget and to required safety and quality standards. Leading a team of superintendents and/or craft professionals on a project, you will direct self-perform activities and coordinate subcontract work activities and team development. Your oversight will ensure craft professionals have the tools required to be productive, comply with project policies, procedures, and job site work rules and procedures. #LI-JL1

Major Responsibilities:

Leadership / Supervision

  • Proactively engages with their team’s development through CPM, Competency development/assessment and feedback.

  • Supervises and directs all craft activities, subordinate superintendents, and others, as assigned.

  • Supervises Subcontract Coordinators (SCs / STRs), coordinating subcontract activities.

Planning / Productivity

  • Implements the project controls tools, sets and meets cost and schedule targets.

  • Determines workforce requirements.

  • Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, field distributables, and expenditures forecast.

  • Participates and contributes to project trend program.

  • Tools, Materials, & Equipment.

  • Monitors tool and equipment usage on the site.

  • Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.

Safety & Quality

  • Implements Project ES&H program and leads the safety culture on project.

  • Ensures assigned construction operations and subcontractors’ performance are in compliance with specifications.

  • Responsible for the implementation of corporate/project policies, procedures, and instructions within assigned operations.

  • Monitors work activities and ensures the quality of work performed.

Technical

  • Collaborates with Area Field Engineer for all technical and quality standards.

  • Works with Construction Field Engineers, Foremen, and Craft Professionals, in interpreting Engineering design documents, vendor documents, and other technical documents.

  • Coordinates engineering solutions with Subcontractors, Foremen, and Craft Professionals.

  • Has experience and is familiar with earthworks, civil work, piling operations and marine works.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

Required Knowledge and Skills:

  • Demonstrates a commitment to ZERO Accident Philosophy and provides leadership for safety, environmental, and fire prevention on the project.

  • Knowledge and understanding of the requirements of the Bechtel Environmental, Safety & Health (ES&H) Core Processes and Bechtel’s “Zero Accidents” philosophy.

  • Knowledge and understanding of Bechtel's Standard Work Process Procedures (SWPPs).

  • Must be familiar with current industry quality standards and applicable code requirements.

  • Must have knowledge and understanding of all phases of construction operations at the jobsite.

  • Oversees total site management including supervision of construction craft personnel, field engineering, contract administration, cost and schedule, field procurement, finance and accounting services, and craft resource personnel as applicable.

  • Coordinates all project contractual activities and participates in the development of contract, subcontract, or vendor scopes of work, budgets, contract formation, and negotiations.

  • Previous experience in a supervisory role such as an Area Superintendent.

  • Must be computer literate in word processing, spreadsheet, and database applications in accordance with current BSAP standards.
