The Associate Property Manager assists the Property Manager with management of ninety-three (93) publicly funded housing units in the Action Inc. service area including three USDA-funded properties (Ennis, Sheridan, and Deer Lodge) and a 60-unit HUD 202 property for very low-income senior citizens in Butte. The position works alongside the Property Manager to maintain a high level of occupancy, to maintain the physical properties, to manage tenancy processes, and to provide general office management. The position also assists with maintaining compliance with the rules and standards of associated federal funding agencies. The position helps deliver housing services in a manner that reflects the Agency’s mission and core values. The position works collaboratively with the Property Manager to support the shared goal of serving low-income clients in the six-county service area. The Associated Property Manager will be responsible for Property Management Department operations when the Property Manager is absent. Duties and Responsibilities: Reporting to the Property Manager, the Associate Property Manager has the following responsibilities:•Assists with marketing activities.•Assists with management of the waiting lists for all properties in accordance with federal requirements.•Assists with tasks associated with maintaining high occupancy and low rent delinquency.•Remains current on HUD and USDA policies regarding property management.•Assists with management of occupancy, performing eligibility determinations, redeterminations, rent collection, and unit inspections.•Provides general office management including file management, record retention, telephone management, data entry, and other duties as assigned. •Assists with facility maintenance by tracking and managing work orders.•Assists with housing unit inspections.•Carries an on-call phone in accordance with an established schedule. •Assists with data entry for fiscal and tenant management systems.•Functions highly in a team setting, promoting a positive environment for management, peers, and staff.•Performs duties as required and is united with the whole Action Inc. team in the mission of Action Inc. •Maintains high morale.•Performs other related duties as assigned.Qualifications: The knowledge and abilities are usually acquired through an Associate’s Degree in business administration or accounting and two years in property management. Other combinations of education and experience which could provide these knowledge, skills and abilities will be evaluated on an individual basis. Certifications in HUD and USDA property management as well as a Montana Property Management license will be required. Knowledge/Certifications•Knowledge of Community Action programs and their purpose is required but may be gained on the job.•Knowledge of the Montana Landlord Tenant Act is required.•Certification in HUD property management is required and can be attained during the first 6 months.•Certification is USDA property management is required and can be attained during first 6 months.•Montana Property Management License is required and can be attained during the first 6 months.•Requires a valid driver’s license, and the ability to travel between properties, to on-call emergencies, and to training.Must be bondable and insurable.
