Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INDUSTRIAL HYGIENE TECHNICIAN (Title 32), Position Description Number D2119000 and is part of the AR ARNG AR MED DET, National Guard. NATIONAL GUARD MEMBERSHIP IS REQURED Responsibilities (1) Conducts complex studies and routine surveys, analyzes finding, prepares data for inclusion in reports, and writes reports independently or in conjunction with the NGB Regional IH, to identify and evaluate potential health hazards, and recommends solutions to health problems. Works area surveys to ensure compliance with established occupational safety and health regulations (i.e. Occupational Safety and Health Administration (OHSA), ARNG, and consensus standards). Compiles a hazardous chemical inventory for the facility. Educates workers about hazards during IH surveys. Air samples are collected as determined by building inspections or special requests. Inputs all data collected is into a Department of Defense (DoD) Industrial Hygiene data base. (2) Performs sampling using standard methods to determine nature and degree of hazards for variety of materials and environments. Calibrates and uses industrial hygiene equipment. Surveys involve determining compliance with Threshold limit Values (TLVs or Permissible Exposure Limits (PELs). Makes recommendations on control measures and changes in work procedures or schedules in order to comply with established health standards. (3) Calibrates and/or ensures compliance with existing calibration schedules for all industrial hygiene equipment. Performs minor repairs and adjustments to ensure equipment can effectively test work environments. Responsible for the shipping of equipment requiring major repairs and maintaining all records associated with maintenance and calibration of equipment. (4) Assists with the management of the State ARNG Respiratory Protection Program by providing employees with worker education and training on various subjects such as respirator selection, usage and care; and sanitation practices in accordance with all applicable regulations. Schedules employees for fit testing or respirators, orders replacement parts and appropriate respirator cartridges, and maintains all applicable records. (5) Performs environmental health inspections as applicable to determine if improper or hazardous practices are occurring, and to ensure all operations being performed are maintained in accordance with established regulations. Inspects 1) food service areas; 2) swimming pool(s) (seasonal); 3) recreational areas; and other areas, as directed, throughout the state. Monitors and maintains aspects of the Pest Inspection program. (6) Assists with the investigation hearing compensation claim filed by personnel by collecting required data from IH noise database, visiting work areas to obtain sound level readings from identified noise sources, collecting noise dosimetry in and around areas where personnel are known to be exposed to unacceptable high levels of noise, and preparing reports on findings to substantiate or controvert compensation cases. (7) Performs other duties as assigned. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform. Military Grades: Enlisted Minimum Grade - SPC (E-4) Maximum Grade - SFC (E-7) Compatible Military Assignments: Selectee must be a member of the Arkansas Army National Guard. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. ADDITIONAL REQUIREMENTS ARE LISTED UNDER ADDITIONAL INFORMATION Qualifications GENERAL EXPERIENCE: An extensive developed knowledge of industrial hygiene concepts, principles, and practices applicable to the planning and performing of a general range of industrial, chemical, biological investigations, or to conduct portions of large and complex investigations. SPECIALIZED EXPERIENCE: Knowledge required to identify and evaluate occupational health hazards found in a wide variety of industrial chemical, biological operations where the processes are more conventional in nature and literature on the hazards is available, but requires research and modification prior to application. Knowledge required to assist in more complex investigations which involve a wide variety of conditions. Knowledge required in adapting and recommending control measures or possible approaches to harmful exposures. Knowledge and skills necessary to conduct health hazard evaluations in industrial shops, warehouses where hazardous material is stored or transported, supply depots, or building construction or similar work areas Education Additional Information If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).
