United States Fleet Forces Command PROGRAM ANALYST (COR) in Capodichino, Italy

Summary You will serve as a PROGRAM ANALYST (COR) assigned to the Director - Fleet Supply, Logistics and Ordnance, N4, Commander Naval Forces Europe and Africa, Sixth Fleet (NAVEUR-NAVAF-SIXTHFLT), United States Fleet Forces Command, Capodichino, Italy. Responsibilities You will represent the command at meetings, conferences, contract performance engagements, acquisition planning boards, and site visits (Boots-On-Ground (BOG)) with customers and contractors. You will interpret, recommend, and apply acquisition, logistics, COR, and HSP policies and procedures along with government and industry quality standards to evaluate the performance of contracted support services. You will implement the overall quality assurance strategy to assess the effectiveness of Husbanding Service Provider performed services. You will utilize historical records of logistics services procured from HSPs to enhance understanding of current and future requirements for logistics services available at ports-of-call for SIXTH Fleet afloat units. You will maintain awareness about the status of ongoing logistical actions and projects throughout the logistics community that could potentially affect port visits. You will track contract modifications and costs associated with performance to ensure there are no situations of cost overrun or underrun. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) or pay band in the federal service or equivalent experience in the private or public sector 1) Utilizing planning, programming, budgeting and execution systems to determine resources needed; 2) Monitoring contract performance, solving problems, and recommending courses of action to change proposals, claims, and payments; 3) Analyzing the efficiency of the Contracting Officer Representative duties and internal administration to support operations; and 4) Preparing technical documentation (e.g. white papers, issue papers, subject matter briefings) for senior level review with limited assistance.
