The annual salary range for the Human Resources Manager position is$137,641 - $180,168.Placement within this range is dependent on qualifications and experience.

The City offers flexible work schedules, including 5/8 and 4/10 options, to support work-life balance. Remote work opportunities are subject to operational needs.

Your Role:As a key member of our leadership team, you'll oversee all aspects of human resources management, from strategic planning and recruitment to employee relations and organizational development. You'll shape policies that foster an inclusive workplace where employees can thrive and serve our community with pride.

THE POSITION

Under administrative direction, the Human Resources Manager plans, organizes, and manages the City’s Human Resources programs, including recruitment and selection, classification and compensation, policy development and administration, employee relations, collective bargaining, benefits administration, and employee development. This position provides strategic guidance and consultative support to City leadership and ensures compliance with all applicable employment laws and regulations.

IDEAL CANDIDATE

The ideal candidate is an experienced human resources professional with a strong understanding of public sector personnel management, labor relations, and organizational development. The successful candidate will demonstrate excellent leadership, problem-solving, and communication skills and have experience negotiating labor agreements, particularly within a unionized environment. Additionally, knowledge of public safety personnel policies, including POST regulations and firefighter standards, is highly desirable.

EDUCATION AND EXPERIENCE

Any combination of training and experience that provides the required knowledge, skills, and abilities may be qualifying. A typical way of qualifying would be:

Experience:

  • Six (6) years of increasingly responsible professional human resources management experience.

  • At least two (2) years in a supervisory or management position in public sector human resources.

  • Labor relations and collective bargaining experience within a unionized environment, including contract negotiations and grievance resolution.

  • Preferred: Experience working with public safety personnel (police and fire), including knowledge of POST regulations, firefighter standards, and sworn personnel HR practices.

Education:

  • A Bachelor’s degree from an accredited college or university in Human Resources Management, Public Administration, Business Administration, Industrial/Organizational Psychology, or a related field.

  • Desirable: A Master’s degree in Human Resources Management, Public Administration, Business Administration, or Industrial/Organizational Psychology.
