Job Description

AECOM seeks a Operations Manager for an anticipated 3-year, $30 million USAID Ukraine Critical Resilience and Engineering (CRANE) project. Critical infrastructure may include energy systems, water and sanitation systems, buildings, telecommunications, transportation systems, border crossings, and railways and ports.

Operations Manager report to the Chief of Party.

Responsibilities: 

  • Assume full responsibility for overseeing financial operations across all project activities and offices, encompassing procurement, grants, construction, logistics, human resources, accounting and finance, and records management.

  • Rigorously manage the contract budget and meticulously prepare financial reports for submission to USAID, ensuring absolute accuracy and timeliness.

  • Enforce strict compliance with U.S. government regulations and policies regarding fund expenditure, with zero tolerance for deviations.

  • Guarantee unwavering adherence to Ukrainian laws in all aspects of operational and financial management.

  • Establish and maintain critical relationships with local entities, including project banks, tax registration authorities, and local business regulators, ensuring all registrations and certifications are current and fully compliant.

  • Implement and oversee robust fraud mitigation practices, ensuring comprehensive systems and processes are in place to support effective award implementation.

  • Conduct thorough analyses to identify operational procedure gaps and bottlenecks that impede program implementation and outcome achievement, proposing strategic solutions.

  • Ensure the punctual and precise completion of all financial reporting for program donors, with no exceptions.

  • Provide the chief of party with comprehensive, ongoing reporting on all matters pertinent to the efficient management of finances and operations.

  • Develop and implement sophisticated project management tools and methodologies to significantly enhance overall project efficiency and effectiveness.

  • Orchestrate seamless coordination with team leads to align project activities with financial and operational resources, ensuring optimal resource allocation.

  • Conduct regular, in-depth risk assessments and develop comprehensive mitigation strategies to address potential operational and financial challenges.

  • Oversee the meticulous development and maintenance of project documentation, including standard operating procedures, financial manuals, and compliance guidelines.

  • Spearhead capacity building initiatives for local staff in critical areas of project management, financial oversight, and compliance with donor regulations.

  • Serve as an authoritative representative of the project in high-level meetings with stakeholders, donors, and government officials, particularly on matters related to project operations and financial management.

Qualifications

Minimum Qualifications: 

  • Bachelor’s degree in business administration, economics or other relevant field preferred plus 8 years of related experience.

  • Experience in financial management for large complex projects, of which at least three years related to work on donor-funded programs.

Preferred Qualifications

  • In-depth knowledge of the operating environment, financial, and employment regulations in Ukraine.

  • Demonstrated skills in organizing, tracking, and monitoring resources and establishing priorities.

  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.

  • Strong interpersonal, writing and oral presentation skills in English required.

Additional Information

  • Sponsorship for US employment authorization is not available now or in the future for this position.

  • Relocation is not available for this position.

Offered compensation will be based on location and individual qualifications. The expected range is $125,000.00 - $140,000.00.
