Salary Range: $121,890 - $134, 532
Manages and coordinates preliminary engineering and environmental studies required for roadway, rail, transit, freight, bicycle, and pedestrian improvements. Develops solutions reflecting the demands of highway safety and mobility, ensuring effective use of available funds. Consideration of operational and maintenance impacts and the appropriate level of environmental study/review and consideration of impact mitigation. Interacts with elected officials, Federal, State, and Local government agencies, and the general public on ongoing preliminary engineering studies. Reviews, coordinates, and manages preliminary engineering studies prepared by departmental staff, local public agencies, and the Illinois Department of Transportation (IDOT) regarding improvements on or adjacent to the County roadway system.
Responsibilities :
Manage, supervise, and review the work of staff, consultants/agents engaged in programming, planning, estimating, design, inspection, and construction management of major capital projects.
Direct timely project completion via proper scheduling, effective personnel utilization, and appropriate use of internal staff and external consultants.
Manage and supervise the planning, design, and technical reviews of project studies.
Ensure that the studies result in improvements that are safe, cost effective , environmentally sound, consistent with the needs of the Bureau/Department, and compliant with local, state, and federal regulations.
Coordinate the inclusion of projects into Bureau/Department programs and monitor project status for alignment with programming requirements.
Perform extensive review and analysis of contract awards and contractors' claims.
Resolve conflicts during all phases of the project lifecycle.
Supervise and maintain administrative, budgetary, and progress reports.
Direct, coordinate, analyze, review, establish, and document the performance of non-County professional services engaged in County projects.
Oversee division finances and contractual obligations while assisting the Bureau Chief with department budgets.
Consult with leadership in connection with assigned areas of responsibility.
Provide input regarding staff in assigned divisions.
Contribute evaluations/appeals of employment decisions.
Document all instances of employee misconduct policy violations.
Serve as a liaison to other Bureaus/Departments explaining employee disciplinary/termination policies to departmental employees and testifying on behalf of the department at employee disciplinary proceedings.
Performs other duties as assigned.
Basic Hiring Criteria :
Graduation from an accredited college or university with a Bachelor's Degree or higher in Engineering, or a directly related field.
Minimum eight (8) years of project management or directly related experience.
Minimum three (3) years of prior supervisory experience.
Licensed Professional Engineer-NSPE in the state of Illinois.
Valid driver's license and proof of automobile insurance.
