DEPARTMENT/PROGRAM DESCRIPTION

MAAC’s Driving Under the Influence Program (DUIP) provides individual counseling, group counseling and educational services to persons 18 years of age and older, who have been charged with driving under the influence and referred by the Court, Probation, or the Department of Motor Vehicles as required by Title 9 of the California Code of Regulations. The MAAC Project DUI Program is licensed by the State of California Department of Alcohol and Drug Programs contracted by the County of San Diego.

DEFINITION

Under direction and collaboration with the Healthy Homes & Health Services Director, and/or other department Supervisor, the incumbent plans, coordinates, manages and oversees all activities and operations of MAAC’s Driving Under the Influence Program.  Facilitates the process of developing departmental strategic plans, policies and procedures and performance standards and monitors to ensure compliance with state and county requirements and MAAC policies and procedures. Performs other related duties as assigned.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides leadership and works with staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving MAAC’s mission, strategic goals, and core values. Coordinates and integrates program functions and responsibilities to achieve optimal efficiency.

  • Manages, supervises, oversees, and evaluates the daily operations and staff, conducts audits of group sessions, ensuring group topics pertain to the use/abuse of alcohol and drugs, monitors Counselor work schedules and performance.

  • Ensures implementation of program schedules and all program goals are met; evaluates the effectiveness of program activities and recommends modifications to processes and procedures; prepares narrative and statistical program performance reports and recommendations; prepares reports on program activities and results.

  • Develops customer service/quality control procedures for the program, prepares and maintains a variety of records, reports, and files.

  • Attends a variety of meetings, conferences, committees, seminars, and training sessions as a representative of the MAAC DUI Program.

    Fiscal

  • Works with the Department Director and fiscal staff to develop and monitor budgets and allocations.

  • Monitors daily f Chemical dependency issues and resolutions. financial reports, tracks and monitors maintenance of program and project accounting and information systems.

  • Monitor program expenditures and prepares monthly performance reports.

  • Ensures Health Services/DUI staff adhere to MAAC Project's fiscal policies and procedures.

    Personnel

  • Ensures Health Services/DUI staff adhere to MAAC Project's human resources policies and procedures.

  • Maintains calendar of annual staff reviews, ensuring reviews occur in a timely manner, tracks, and monitors DUI staff certification requirements.

  • Supervise, train, and evaluate the work of subordinate staff; provides coaching to subordinates for performance improvement and professional development.

  • Develops departmental class specifications and maintains up to date organizational charts.

    Contracts & Reporting

  • Prepare for annual audits.

  • Prepare submission of local, federal, state and funding sources reports

  • Prepare for annual audits.

  • Maintains copies of all contracts, awards, MOUs, and consultant contracts. 

  • Tracks and evaluates departmental growth.

  • Maintains master reporting calendar.

  • Ensures monthly reports are submitted to funding sources as scheduled.

  • Drafts monthly board reports and other reports as assigned.

QUALIFICATIONS AND SKILLS

Knowledge of:

  • Title 9, County and DUI program requirements.

  • Chemical dependency issues and resolutions.

  • Proficiency in Microsoft applications and other basic computer applications and databases.

  • Principles and Practices of:

  • Budgeting, project planning and scheduling.

  • Sound business communications.

  • Effective management and supervision.

    Ability to:

  • Understand, interpret, explain, and apply MAAC policies and procedures and applicable federal, state, and policies and regulations.

  • Work effectively with all branches of judicial system, DMV, and other DUI providers.

  • Analyze and make sound recommendations on program management and DUIP management and administrative issues.

  • Coordinate work plans and contract requirements with supervisors, staff, and outside regulatory agency representatives.

  • Prepare clear, concise, and comprehensive correspondence, reports and studies and other written materials in line with various diverse technical and non-technical audiences.

  • Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.

  • Establish and maintain effective working relationships with all levels of management, governmental and funding source representatives, public interest and community groups, business leaders, consultants, employees, clients, the public and others encountered during work.

  • Communicate effectively with employees and persons of diverse cultural/socio-economic backgrounds and lifestyle preferences.

EDUCATION/EXPERIENCE/CERTIFICATION

  • Associate’s degree in social sciences, Psychology, Counseling, Chemical dependency, or five (5) years’ experiences in closely related field; Bachelor's degree preferred; AND

  • Three (3) years of supervisory experience; AND

  • Two (2) years of counseling experience with drugs and alcohol

  • Must be a Certified Counselor and obtain a Clinical Supervisor Certification within 6 months.

  • One (1) year experience managing an accounting system, or preparing or directing the preparation of budgets or cost reports

    Licenses; Certificates; Special requirements:

  • If recovering from chemical dependency, must have a minimum of 4 years of continuous sobriety.

  • A valid California driver's license and the ability to maintain insurability under MAAC’s vehicle insurance policy.

  • Must be available to work flexible hours/days, including evenings and weekends according to program needs.

HEALTH STATUS

Must have a physical examination, TB clearance and a drug screen by a doctor/clinic designated by MAAC as well as immunization records for influenza*, pertussis and measles as required by state and federal regulations prior to the first day of employment.

BACKGROUND CLEARANCE

All positions are subject to a background/education check, DMV check, NSOR, exclusion and debarment checks prior to hire and periodically throughout employment as required by various funding sources.

Note: California Start law requires background criminal checks on anyone who works in a licensed childcare facility who is not a client. Must have or obtain a current criminal background check clearance, signed criminal record statement, and signed Acknowledgement to Report Child Abuse form prior to the first day of employment.

TRANSPORTATION

Must have and maintain a valid California Driver’s License, daily use of a personal, insured vehicle, and have and maintain a motor vehicle driving record acceptable to MAAC’s insurance carrier. Incumbents will be enrolled in the California DMV Pull Program.
