General Statement of Duties

Under the general direction of the designated supervisor the Wastewater Collection Supervisor in the Asset Renewal Section, the employee is responsible for the direct supervision of repair/rehabilitation, operation, and maintenance of the wastewater collection system. Employees in this class have a thorough knowledge of principles and practices of wastewater collection systems and the operations related to it. They are responsible for managing all associated personnel with responsibilities in the work, equipment, materials, and supplies. Performs other duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Operational characteristics, services, and activities of a wastewater collection system maintenance program.

Specialized methods and equipment used in sewer repair/rehabilitation, maintenance, and customer service requests, as well as related regulations including, but not limited to, trench/excavation shoring, confined space entry, traffic control, Wastewater Collection Division policies and procedures;

City of Cincinnati, Metropolitan Sewer District, and MSD/Wastewater Collection Division policies and contracts pertaining to supervisory responsibilities.

Thorough knowledge of current safety policies and procedures, OSHA requirements, Employee Safety Instruction Manual.

Instructions for proper usage, and other procedures and professional practices required for completing job duties.

Knowledge of job sites and equipment including but not limited to: Camera equipment, locating devices (sondes, locators, utility transmitter), flush-vac and hydro-excavating equipment, lateral lining equipment, backhoes and track hoes, off-road assessment and cleaning equipment, metal detectors, and GPS point collection units.

Knowledge of job-related programs to include, but not limited to Cityworks, Flowfinity, Microsoft programs, GIS Office and Kronos.

Methods used in locating buried sewer system appurtenances, including the use of GPS surveying equipment, radio transmitting sondes, inductive energizers, receiving units, and metal detectors.

Effective techniques for employee supervision and motivation. Principles and practices of customer service.

Performance evaluation criteria for subordinate reports

Skill to:

Perform mathematical computations, such as addition, subtraction, multiplication, and division, sufficient to compute distances, areas, volumes, pressures, and flows, as well as to estimate job requirements, resources, and costs.

Update line items and materials to work orders for contractors.

Facilitate purchases for new equipment and equipment repairs.

Track annual budget/contracts to coordinate purchases throughout the year.

Orders materials from the storeroom electronically.

Read and interpret engineering plans and specifications, procedural and training manuals, departmental directives, service request and work order history, maps, and GIS data.

Analyze the effectiveness of existing Standard Operating Procedures and job aids and suggest practical modifications to improve system efficiency.

Implement and maintain positive employee relations.

Work productively with diverse groups of people to establish common goals and successfully implement projects to implement these goals.

Represent the Wastewater Collection Division in a courteous, professional, and helpful manner to its customers. Communicate clearly and concisely, both orally and in writing.

Accurately and effectively evaluate employees on the usage of various job-related equipment and software tools. Train, supervise, and evaluate assigned staff and their work.

Examples of Work Performed:

Plan the scope of projects with WWC repair/rehabilitation crews and City contractors. Plans and prioritizes work of assigned crews. Monitors workflow and time schedules; provides review and evaluation work methods and procedures.

Directs and observes work performed by sewer repair/rehabilitation, maintenance, and customer service crews; provides specific directions to crews on effective methods and techniques that will not compromise employee safety. Meets with Sewer Maintenance Crew Leaders, Wastewater Collection Crew Leaders or wastewater collection personnel to investigate, trouble-shoot, and resolve problems arising at job sites.

Completes performance ratings and discusses results with employees. Assists with ensuring that Performance Measures set for the Section/Unit are being met. Investigate and process damage claims, accidents, and employee conduct. Assist and/or lead in disciplinary related processes.

Utilizes a variety of Windows-based computer applications including GIS-based Computerized Maintenance Management Systems, and web-based management tools. . Working knowledge of current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties. Identifies and eliminates all unsafe practices and conditions. Coordinates with the safety division. Gathers applicable information, develops strategies, makes decisions, and implements plans to proceed with work that must be completed outside of Standard Operating Procedures; translates experience into proposed changes to SOPs. Manage employees in timekeeping system; monitor and approve bi-weekly payroll for staff. Manages electronic spreadsheets for inventory scheduling.

Reviews condition assessment videos of infrastructure and issues applicable work orders in accordance with set wastewater collection guidelines.

Performs administrative work such as attending meetings, reviewing forms completed by employees (electronic and hard copies) for correctness, completing forms required by MSD or other jurisdictions, such as permit requests, and reviewing and evaluating technical literature.

Assists in training and developing employees. Identifies training needs. Conducts and/or ensures the proper instruction and training of personnel in on work methods and procedures, proper use of equipment, preventive maintenance, and system maintenance and repair, wastewater infrastructure, and in correct safety practices and procedures.

Trains and mentors personnel in correct work procedures in the repair/rehabilitation, investigation, and maintenance of main sewers, building sewers, and manholes, as well positive and proactive customer service. Attends and facilitates working group meetings; reviews forms and documentation completed by group members for accuracy and compliance with standard operating procedures; completes applicable paperwork and electronic forms. Develops performance goals, completes standard performance ratings, and regularly monitors, documents, and communicates progress towards goals with group members. Interacts and coordinates activities with fellow employees, customers, and representatives of external agencies to maximize efficiency in the performance of job duties.

Provide feedback to senior management and discuss workflows and policy improvements. Assists with development of technical requirements for new projects; evaluates and tests the operational capacities of the department within the guidelines of MSD & Wastewater Collection Rules and Regulations; utilizes analytical skills to solve complex problems within the department. Assists with coordinating activities of assigned local programs; follows pertinent state and federal guidelines. Serves on interview teams, and Strategic Business Plan committees.

Meets with Wastewater Collection personnel or supervisory personnel to examine and discuss any problems arising at a job site. Contacts internal and external customers in an effort to resolve issues. Makes decisions on how to proceed with work that presents a problem.

Assists in identifying opportunities for improving customer service within the department; identifies resource needs; reviews with appropriate management staff; implements improvements.

Required Education and Experience

Four years of experience in assisting and coordinating the installation, maintenance, and repair of sewer collection systems or wastewater treatment facilities.

OR

Thirty semester hours in environmental science, chemistry, or related field and 2 years of responsible experience in assisting and coordinating the installation, maintenance, and repair of sewer collection systems or wastewater treatment facilities.

OR

Associates or Technical degree in environmental science, chemistry, or related field and 1 year of responsible experience in assisting and coordinating the installation, maintenance, and repair of sewer collection systems or wastewater treatment facilities.

An equivalent combination of education and experience may be considered.

Must possess and maintain a valid Driver's License. Must be willing to work irregular hours, weekends, and on an "On-Call" basis.

Preferred to possess or obtain State of Ohio certification (OEPA) as a Class 1 Wastewater Collection System Operator during the probationary period. Must be an excellent communicator and team builder.

Some positions may be required to obtain and maintain a Transportation Worker Identification Credential.

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case-by-case basis based on the American Council on Education (ACE) Military Guide recommendations.

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
