DIRECTOR, 340B PROGRAMS | REMOTE

The Director, 340B Programs (Director) will drive value to BMSH through the implementation of new BSMH 340B Covered Entities & Child Sites, management of the BSMH 340B contract pharmacy portfolio, and Covered Entity specific contracting for 340B covered outpatient drugs. Additionally, this position will deliver value through consulting and program management engagements with external clients. Under the leadership of the System Director, 340B Programs, (System Director) the Director will provide consulting and program management services including 340B staff management, program performance reporting & data analytics, project pro forma & annual program budgeting, program governance support & stakeholder education, HRSA audit support, 340B software and program services vendor RFP & contracting, and other projects as assigned by the System Director. This individual is required to possess extensive 340B regulatory knowledge and operations experience. To accomplish these functions, the Director must establish and maintain excellent customer service relations with individuals, committees, and other associated stakeholders in the 340B Program.

Essential Job Functions

  • Directs the registration and program implementation of new BSMH 340B Covered Entity & Child Sites.

  • Serves as the 340B consulting services team leader directing external client engagements.

  • Directs the BSMH 340B contract pharmacy portfolio, including evaluation and performance optimization of existing and new partnerships.

  • Directs the pharmacy claims data submissions required by manufacturers or other third parties to access 340B pricing through contract pharmacies.

  • Directs the effective replenishment of Covered Entity 340B drugs to contract pharmacy partners through both traditional and alternative delivery models.

  • Directs Covered Entity specific contracting for covered outpatient drugs including Apexus for sub-340B pricing and Individual Hospital Agreements for 340B-like pricing

  • Serves as a subject matter expert in compliance, 340B software, operations and systems, and other areas as assigned to the leader. Continually monitors 340B regulation and legislation, attend ongoing trainings/conferences to help ensure continued compliance with current regulations. Ensures HRSA requirements for program qualifications are met and is responsible for ensuring accurate registration of 340B covered entities, child sites, and contract pharmacies. Ensures compliant purchasing of 340B medications and provides real-time guidance to pharmacy buyers and staff on purchasing, inventory management, and other practices which maximize 340B compliance and savings. Assists covered entity leadership to provide ongoing training, education and communication required for the 340B program at the entity. Develops internal (BSMH and Covered Entity healthcare personnel, administrations, leadership, etc.) and external (Office of Pharmacy Affairs/Health Resources and Services Administration, Apexus, wholesalers, drug manufacturers, non-BSMH health care professionals, etc.) customer service relationships for effective program management.

  • Serve as a split billing software expert in order to troubleshoot software/data issues and continually improve software functionality. Works with appropriate teams to ensure that the 340B software is coordinated and integrated with the clinical information system software. This shall include the electronic interface between the EMR and the virtual accumulator and any interface between BSMH and contract pharmacy providers and/or administrators. Ensures integrity of split billing software and reviews applicable software reports to identify areas of improvement. Triage live-site issues within the split billing software, electronic medical record, or charge master as it relates to 340B. Collaborate with Epic charge team and charge master managers on a corrective action plan and participate in the implementation of any necessary changes. Coordinate covered entity issue resolution process with split billing software vendor. Ensure appropriate split billing software configurations are in place and continually update software to ensure alignment with revenue cycle/charging practices, Epic build, and Bon Secours Mercy Health Policies.

Required

  • 340B University Certificate (Live/On Demand), 340B Advanced Operations Certificate

  • 4 year/Bachelors Degree in Healthcare Administration/Business, Finance, Information Technology/Analytics, Pharmacy, Computer Science, Management Information Systems, or a related field

  • Minimum of 3 years’ experience in a 340B Program Manager or equivalent role with program oversight responsibilities

Preferred

  • Minimum of 3 years’ experience in business, analytics, or auditing
