About this role:
Wells Fargo is looking for an International Operational Resilience Officer to lead the Operational Resilience (OR) program across all Wells Fargo International legal entities and locations, aligning with enterprise policies and standards.
This position, part of the first line of defense, will supervise International compliance with regulatory requirements, enterprise policies, and expectations. Collaborating with enterprise OR programs, the officer will contribute to developing, implementing, and executing the OR program within the International sector.
The role involves providing specialized knowledge to all Line of Business and Support Functions, advising and influencing stakeholders to establish a robust OR program. Close cooperation with the first and second lines of defense will ensure the provision of Enterprise OR policy guidance, expertise, oversight, and reporting.
In this role, you will:
Manage the ongoing implementation of the OR framework within International, ensuring compliance with OR regulatory requirements and expectations, policy guidelines and ensuring relevant controls, procedures and documentation are in place for internal and external audits.
Manage the governance model for identification and ongoing reassessment of Important Business Services (IBS), or their equivalent services in other international jurisdictions.
Lead the execution of the operational resilience framework across International, including preparation and facilitation of IBS assessment and Impact Tolerance (ITOL) refresh workshops, performance of the vulnerability assessment, preparation and facilitation of scenario tests and writing the self-assessment reports. Present output to business leaders for validation then executive committees and legal entity boards for review and approval.
Ensure ongoing co-ordination and mapping between Important Business Services and other compliance obligations as well as their representation in service taxonomies, Risk & Control Self-Assessment (RCSA), Recovery & Resolution Plans (RRP), Business Continuity Plans (BCPs) and liquidity scenarios (ICARA).
Review regulatory changes for impact assessment to the OR framework and work with stakeholders to design framework / process changes to address the requirement.
Promote cross-regional engagement, representing International within Enterprise forums to ensure that applicable regional regulations are met through the global programme, or identify where supplemental work efforts may need to be established.
Support Accountable Executives for Operational Resilience (SMF24) to execute their prescribed responsibilities.
Provide oversight of activities to remediate resiliency gaps, and support actions in International to enhance and embed resilience.
Provide independent OR reporting, training, and a consolidated view to International leadership via governance forums / committees and legal entity boards, alerting stakeholders on critical points for attention.
Promote and drive awareness of OR across International businesses including co-chairing the International Resilience Forum.
Required Qualifications:
Experience executing an Operational Resilience Control Framework within financial services.
Experienced at addressing a senior audience on complex topics combined with an ability to perform detailed data and trend analysis.
Insightful knowledge of how to assess Important Business Services for dual-regulated firms (FCA / PRA).
Experience establishing impact tolerances - how these are defined, calibrated, monitored and tested.
Experience performing detailed data analysis to identify vulnerabilities
Track record of running scenario tests for Important Business Services including scenario design, methodology and a consequence model for failed tests. Experience of evolving the testing framework from desktop scenarios to 'live' testing.
Understanding of the banking industry's regulatory requirements on Operational Resilience (e.g., BoE supervisory statement, European DORA, BCBS papers on resilience and risk).
Good understanding of banking and markets products, particularly from an operational risk perspective.
Good knowledge of Business Continuity, IT Continuity and Audit methodology and concepts.
A track record of working across legal entities and countries to develop engagement models that support an effective approach to OR.
Strong interpersonal and communication skills (written & verbal), with an ability to express views clearly & fluently, consider the audience, avoiding technical jargon where necessary & appropriate.
Ability to manage workload to meet realistic targets and priorities, demonstrating a high-level of commitment and self-motivation, combined with enthusiasm and a genuine interest in resilience.
Experience in Business Execution, Implementation, or Strategic Planning, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education.
