CLEARFIELD CITY CORPORATION Community Development Clerk in CLEARFIELD, Utah
*The starting salary for this position ranges from Step 0 ($17.13) and Step 1 ($18.19) per hour, depending on experience.
GENERAL PURPOSE
Perform a variety routine complex clerical duties and customer service functions as needed to assist and support the general public and the staff of Clearfield City.
SUPERVISION RECEIVED
Works under the close to general supervision of the Customer Service Center Manager.
SUPERVISION EXERCISED
May be assigned supervisory duties as needed.
Examples of Duties:
EXAMPLE OF DUTIES
Perform Customer Service Center Specialist duties as needed.
Schedules and coordinates use of city facilities, e.g., City office building, community center, parks, and athletic facilities; accepts rental payments; processes rental security deposit refunds.
Processes cemetery transactions; receives payments and issues receipts; receives burial requests, completes burial reports and forwards to cemetery sexton; maintains cemetery records; updates cemetery plot maps; prepares monthly death report and submits to state and/or county as required.
Oversees rental requests and financial management of the City community garden, including collecting rental payments, organizing and maintaining records for users of the garden
Process business & rental license renewal and reminder notices according to city code and policy as required; monitor legal timelines and initiate legal notices as needed; issue certificates of licensing; issue denial/revocation letters when necessary. Assists with business and rental license transactions; obtains necessary approvals from the Planning & Zoning, Building, Code Enforcement, and Inspections as needed; corresponds with state and county agencies. Transcribes dictation of Planning Commission Meetings from recordings.
Receives and reviews applications for various types of building permits; determines completeness of applications; verifies and collects appropriate fees; issues permits; deposits revenues with the city treasurer; prepares purchase orders; tracks invoices and matches with purchase orders.
Assist in the receipt and processing of land use applications and requests; collect fees according to established requirements; assist as needed in preparing notices for delivery to adjacent property owners to apprise of proposed or pending actions.
Minimum Qualifications:
MINIMUM QUALIFICATIONS
Education and Experience:
- High School Diploma/GED plus two years of specialized training,
AND
- Two (2) years of administrative experience related to above duties,
OR
An equivalent combination of education and experience,
Special Qualifications:
- Must have a certified typing speed of 50 WPM

Additional Qualifications/Information:
Essential Functions, Knowledge, Skills, and Abilities: Working knowledge of office practices and procedures; acceptable customer service standards; basic cash and payment handling; digital and paper filing systems. programs applications such as word processing and spreadsheets, etc.; telephone etiquette, perform general bookkeeping; establish and maintain comprehensive records and files. Some knowledge legal processes associated with the maintenance of public records and documents; current codes, standards, safety practices and principles required to meet building standards; planning and zoning codes; interpersonal communication skills, bookkeeping and basic accounting. Ability to exercise initiative, independent judgment and to act resourcefully under varying conditions; multi-task; work under stressful working conditions and upset individuals in unpleasant situations; communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with co-workers, elected officials and the public.
